MAIN PURPOSE OF JOB
We are looking for an experienced Environmental Protection Officer to develop policies and deal with planning applications. The successful candidate will have recent experience of working in air quality and Local Air Pollution Prevention. They will also be able to demonstrate partnership working with DEFRA and with Part IIa issues, including Local Air Quality Management, contaminated land, and private water supplies.
Key responsibilities include preparing reports as necessary and taking appropriate action in regard to the corporate enforcement policy, serving Notices where necessary, and implementing performance management systems to ensure accurate monitoring of the work of the service. The officer will lead on engagement with local communities and other stakeholders to build sound and productive working relationships, develop Service Plans, risk registers, policies, procedures, and update risk assessments in compliance with relevant legislation.
PERSON SPECIFICATION
Qualifications
Degree in an Environmental Sciences related subject (or equivalent) and a recognised management qualification (ILM or similar/equivalent).
Knowledge
At least two years working in the relevant discipline appropriate to the role. Demonstrable ability to use advanced theoretical, practical, and procedural knowledge across specialist areas, with detailed knowledge of organisational policies, practices, or procedures. Excellent working knowledge of the legislation, statutory guidance, circulars, and technical literature relevant to the services provided by the department/service. Experience of using computer equipment for the maintenance of investigation case records. At least three years demonstrable management experience, leading a team, and previous experience of working for a local government environment in a small team. Experience of liaison with external agencies to facilitate joint working.
Experience
Proven experience in strategy development and implementation, extensive demonstrable experience working in Strategic and Proactive Environmental Protection. Demonstrable ability to use advanced theoretical, practical, and procedural knowledge across Environmental Protection with detailed knowledge of organisational policies, practices, or procedures. Can evidence extended previous formal training to graduate or professional qualification level, or equivalent, plus experience in relevant areas of work. Excellent working knowledge of the legislation, statutory guidance, circulars, and technical literature relevant to the services provided by the department/service. Previous experience of working in a local government setting in a position involving exposure to the public and regular contact with senior officers. Sound political awareness and ability to communicate with a range of audiences.
