Job summary

St Helens Borough Council is seeking an Environmental Project Officer to lead and support the development, delivery and management of parks, open spaces and green infrastructure. You will secure external funding, manage contractors and deliver landscape enhancements and biodiversity initiatives to benefit residents.

You will work with residents, community groups and partner organisations to transform local parks, ensuring sustainable and high-quality spaces for generations to come.

Qualifications

• GCSE Maths and English (or equivalent Level 2) and a Level 3 qualification or equivalent experience.
• Experience managing staff and contractors in customer-focused environments.
• Proven experience in budget management, service performance, contract monitoring and auditing.

Responsibilities

• Deliver parks and open space improvement projects.
• Coordinate with community groups and elected members, including attending out-of-hours meetings.
• Identify opportunities to enhance parks and green spaces.

Roles That Matter

This role is an exciting opportunity for a motivated project officer to help shape and enhance St Helens' parks, open spaces and green infrastructure. As an Environmental Project Officer, you will lead and support the development, delivery and management of a diverse range of parks and environmental improvement projects, from securing external funding and managing contractors to delivering landscape enhancements, biodiversity initiatives and community-focused improvements. Working closely with residents, community groups, elected members and partner organisations, you will play a key role in transforming local parks and open spaces, ensuring they remain attractive, sustainable and valued assets for generations to come. This is a hands‑on role offering the chance to make a visible and lasting impact across the borough.

What You’ll Be Doing

• Delivering parks and open space improvement projects.
• Working with community groups and elected members, including attending out‑of‑hours meetings.
• Identifying opportunities to enhance parks and green spaces.
• Assisting with environmental projects, funding bids, Green Flag applications and Section 106/woodland schemes.
• Managing and responding to customer enquiries and complaints.
• Supporting tender preparation, contractor management and administration for environmental works.
• Identifying and applying for external funding and preparing required progress reports.
• Contributing to the commercial development of parks, open spaces and allotments.
• Supporting service transformation and digital/mobile system implementation.
• Promoting excellent customer care and continuous service improvement.
• Delivering Green Flag, biodiversity and woodland projects.
• Monitoring works through regular site visits.
• Liaising with internal departments and external organisations to ensure effective service delivery.
• Taking part in directorate, multi‑agency and partner projects as directed.
• Strong knowledge of environmental services, local authority operations, and relevant legislation.

What You’ll Bring

• Understanding of Health & Safety requirements, Green Flag standards, financial management and contract management principles.
• Excellent verbal and written communication skills, with the ability to explain complex issues clearly.
• Confident problem‑solver who can think creatively and develop practical, innovative solutions.
• Ability to provide sound, objective advice and demonstrate commercial and political awareness.
• Strong relationship‑building skills, working effectively with colleagues, contractors, partners and community stakeholders.
• Ability to assess risks, prioritise tasks and manage work to tight deadlines.
• Good organisational and project management skills.
• Experience managing staff and contractors in customer‑focused environments.
• Proven experience in budget management, service performance, contract monitoring and auditing.
• Experience developing and delivering environmental projects and working with volunteers.
• GCSE Maths and English (or equivalent Level 2) and a relevant Level 3 qualification or equivalent experience.
• Confident in all spoken aspects of the role and holding a full UK driving licence.
