Job summary

East Staffordshire Borough Council is recruiting an Environmental Crime Officer to join a dedicated enforcement team. You will work across the borough delivering proactive and reactive environmental enforcement, with responsibilities including dealing with fly tipping, abandoned vehicles and anti-social behaviour.

The role requires strong communication, integrity and the ability to record information for reports and potential court use.

About Us

East Staffordshire Borough Council is committed to creating a safe environment for those within the Borough and therefore, is looking to recruit a Community and Civil Enforcement Officer.

This is an exciting opportunity to join a team which are based across the Borough on foot and by driving to other locations, to deal with a variety of duties from Environmental Crime to anti-social Behaviour.

The post holder must be self-motivated, and work well as part of team and own initiative. The successful candidate will join a team of Officers who undertake reactive and proactive duties across the Borough.

Candidates should be keen to confidently and assertively carry out their duties, and have the ability to relay instructions and assist members of the public in their understanding of legislation.

The Role

The Environmental Enforcement Officers’ role is to provide a responsive, customer focussed service that helps improve the local environment quality, particularly in relation to fly tipping, abandoned vehicles, dog control, litter, waste enforcement and anti-social Behaviour.

The role involves working as part of a team undertaking a variety of duties such as proactively investigating and reporting environmental offences, dealing with complaints, monitoring, reporting and patrolling known hotspots for anti-social behaviour and investigating and arranging the removal of fly tipping. Officers will also be responsible for issuing Fixed Penalty Notices for Environmental Crime such as littering and dog control.

The successful candidate will be required to work on a flexible basis Monday to Friday with some weekends as may be required.

Key Requirements

• Officers will be required to have excellent communication skills, have a high level of personal integrity and the ability to accurately record information for reports and witness statements, particularly as Officers are required to present evidence in court.
• Officers will be required to display a high level of customer care as well as being flexible, committed and adaptable in approach to working alone or as part of the team. Ideally the successful candidate will hold a full clean driving licence, as the role requires Officers to cover the whole Borough.

Skills and Experience

• Officers should ideally have previous experience of working in a local authority environment, working with residents, community groups and the public and have experience of complaint investigation and resolution.
• It is essential that the successful candidate holds GCSE Grade C in Maths and English or equivalent.
• Basic IT is essential along with an understanding of applicable law and practice, and a willingness to keep up to date with legislation.
• It is essential to be observant and to be able record accurately information whilst out on the Borough, and during an investigation.
• Officers should have experience of decision-making skills, be flexible, highly motivated, trustworthy and honest with the highest standard of integrity.
• It is essential to be able to remain calm when dealing with potentially difficult situations, and to be polite and helpful in approach.

Additional Information

Community and Civil Enforcement Officers are required to maintain and wear a uniform at all times whilst on duty, this is provided by the Council. Officers are also required to carry items during their duties, such as Fixed Penalty Notice books and other essential items necessary for the role.
