Job summary

National Highways is seeking an Engineering Team Manager to lead the Pavement asset team in the Southeast, driving safety and reliability of the network through robust asset management planning and delivery.

Based at Basingstoke or Maidstone, the role requires driving responsibilities, strong leadership, governance and value-for-money scrutiny, plus collaboration with internal and external partners to prioritise maintenance, renewals and improvements.

Qualifications

  • Proven leadership of technical teams and delivery of asset plans.
  • Experience in asset management decision making, lifecycle costs and value optimisation.
  • Strong knowledge of health & safety requirements and CDM regulations.

Responsibilities

  • Lead, mentor and line manage a team of engineers and technicians, ensuring health, safety and wellbeing, with performance reviews and succession planning.
  • Produce and develop regional Forward Programme and Asset Management Plans for Pavement asset.
  • Identify and prioritise maintenance, renewal and improvement needs with optioneering and cost considerations.
  • Comply with governance processes for renewal schemes, evidencing value for money to secure funding.
  • Manage allocation of team resources, including outsourced work.
  • Collaborate with internal and external stakeholders and supply chain partners.
  • Identify opportunities for efficiencies and implement them.

About the job

Here at National Highways, we currently have an opportunity for an Engineering Team Manager to join the Southeast region Operations team. Within this role, you will be responsible for the management of Pavement asset to improve the safety and reliability of our network.

This role is based at either Basingstoke or Maidstone office.

Please note that you will be required to drive as part of your role, and you will need to have no more than 3 points to be considered for this position and during employment.

You will:

  • Lead, mentor and line manage a team of engineers and technicians, ensuring their health, safety and wellbeing, that timely objectives are set, regular performance management reviews undertaken and appropriate succession plans put in place.
  • Produce and develop the regional Forward Program and Asset Management Plans for the Pavement asset.
  • Identify and prioritise maintenance, renewal and improvement needs, undertaking studies, optioneering and preliminary designs, including compiling relevant documents, evidence and options for value management, taking into account standards, policies, strategies, industry innovations, delivery feasibility and cost.
  • Comply with our governance processes for renewal and improvement schemes, evidencing benefit and value for money to successfully secure funding.
  • Manage the utilisation and allocation of team resources to ensure appropriate resourcing levels, including the management of outsourced work.
  • Collaborate with internal and external stakeholders, partners, including our supply chain and customers.
  • Continuously identify opportunities for efficiencies, working closely with stakeholders to implement ideas.
About you.
  • You will either be a Chartered or Incorporated Member of an appropriate professional body, have a relevant Degree, or have extensive relevant experience to the role.
  • You will have extensive experience of asset management decision making (capital investment, lifecycle costs, value optimisation, service & availability optimisation, social & economic knowledge)
  • Strong knowledge and understanding of relevant technical standards, asset policies, asset operation and maintenance requirements.
  • Good knowledge of Health & Safety requirements and CDM regulations.
  • Strong leadership and communication skills, with extensive experience managing technical teams, building complex stakeholder relationships, and influencing others to achieve positive outcomes

External candidates will be offered a starting salary at the lower end of the pay scale, while current employees will be appointed in accordance with our established pay policy.
