Matchtech is working with a key client in Toronto who are rapidly expanding their teams to fulfill a number of high-profile railway projects. They are recruiting for an Engineering Program Lead with UK transit experience who is open to relocation.

Position Details

Type: Permanent

Location: Toronto (Relocation required)

Please note, relocation is required for this position.

Main Responsibilities
  1. Develop and manage the team structure and processes to deliver and review engineering outputs supporting the programme schedule, budget, and quality requirements.
  2. Identify and manage the introduction of new systems on the network, including safety approvals and monitoring, ensuring processes and documentation support sustained network usage.
  3. Develop safety, quality, and environmental approval processes within the programme, including staff development and competence.
  4. Manage the engineering budget and support overall programme budgeting efforts.
  5. Ensure engineering and project development activities are affordable, safe, environmentally responsible, and meet programme requirements in time, cost, and quality.
  6. Provide professional leadership for engineering within the programme, aligned with engineering policies.
  7. Manage validation and verification of engineering activities.
  8. Undertake roles such as Departmental Engineering Manager (DEM) or Designated Project Engineer (DPE).

We seek applicants who demonstrate leadership, motivation, and a proactive work ethic. Ability to collaborate effectively with the supply chain to meet key accountabilities is essential.

Requirements
  • Ability to relocate to Toronto (Visa support provided)
  • Chartered Engineer with successful experience in Railway Engineering Management
  • University degree in engineering
  • Membership of an appropriate Professional Institution
  • 10-15 years of railway project delivery experience
  • 5-10 years in roles such as DPE or CEM on multidisciplinary railway projects
  • Knowledge of Construction Design and Management Regulations 2015
  • Experience with the Common Safety Method and Railways (Interoperability) Regulations in a network rail environment
  • Experience in building internal and external networks for delivery
  • Experience in recruiting and developing railway engineering teams
Preferred Qualifications
  • Experience with large programmes/projects
  • Leading railway engineering design and development
  • Experience on HS2 or large Network Rail projects
