The Engineering, Maintenance & Services Manager is responsible for the safe, compliant and efficient operation of all engineering, maintenance and operational support services across the Wolverhampton laboratory campus. The role leads multi-disciplinary teams covering engineering maintenance, facilities services, hygiene, stores, security, and customer consumables logistics.

This is a full time role working 40 hours per week, Monday to Friday between 07:00 and 19:00 as per business needs and to include some weekend working if required.

The right candidate must have flexibility to work around these hours and respond to emergency call outs.

The postholder must possess strong hands-on technical knowledge and practical maintenance experience across electrical, mechanical, HVAC, plumbing and building services systems, alongside the leadership capability to develop teams, manage contractors and drive operational excellence.

The role is accountable for ensuring maximum equipment reliability, statutory compliance, business continuity and service delivery standards across the site.

  • Work closely with the Head of Health, Safety and Facilities to ensure all facilities, engineering systems, plant and equipment are maintained, operated and managed in compliance with statutory, regulatory and company requirements.
  • Provide leadership, management and development of teams responsible for:
    • Facilities Maintenance
    • Hygiene Services
    • Stores Operations
    • Security Services
    • Customer Consumables Logistics
  • Oversee planned preventative maintenance (PPM) and reactive maintenance activities to maximise equipment reliability, operational efficiency and business continuity.
  • Manage and monitor the performance of external consultants, contractors and service providers, ensuring safe working practices, compliance with site standards and achievement of agreed service levels.
  • Support the development and management of facilities and engineering budgets, ensuring effective cost control, value for money and responsible use of allocated resources.
  • Develop, monitor and report on key performance indicators (KPIs) for all areas of responsibility, providing regular performance updates and recommendations to the Head of Health, Safety and Facilities.
  • Lead continuous improvement initiatives across all service areas, reviewing processes, identifying efficiencies and implementing best practices to enhance service quality and operational performance.
  • Ensure the effective management and maintenance of building services and infrastructure, including electrical, mechanical, HVAC, plumbing, water, fire safety and utility systems.
  • Maintain a hands-on involvement in engineering and maintenance activities, supporting the team with fault diagnosis, technical troubleshooting and repair work where necessary, whilst providing technical oversight of internal and contracted works
  • Maintain compliance with all relevant health, safety and environmental legislation, including permit-to-work systems, contractor control procedures and statutory inspection requirements.
  • Promote a strong safety culture and ensure adherence to all company health, safety and environmental policies and procedures within areas of responsibility.
  • Support site resilience and business continuity by ensuring critical engineering and operational support services remain effective, reliable and fit for purpose.
Qualifications
  • Proven working background in engineering maintenance and management experience.
  • Proven experience in engineering, maintenance or building services leadership roles.
  • HNC / HND Mechanical, Electrical or Building Services Engineering.
  • Experience with 18th Edition Wiring Regulations.
  • IOSH or NEBOSH Qualification.
  • HVAC / Refrigeration certification or significant practical experience.
  • Proven Practical experience in the following areas: Electrical distribution systems, Lighting and emergency lighting systems, HVAC systems, Boilers and heating systems, Chilled water systems, Air handling units (AHUs), Ventilation systems, Plumbing and water systems, Compressed air systems, Pumps and motors, Fire detection and alarm systems, Building Management Systems (BMS), Control systems, Lifting equipment, Pressure systems.
  • Experience in the management of engineering teams and contractor management.
  • Budget responsibility.
  • Experience in service provider management.
  • Microsoft 365 applications use for operational management.
  • Implementation and use of computer-aided facilities management tools.
  • Implementation and use of building management systems.
  • Demonstrable hands-on maintenance experience using engineering tools and equipment.
  • Demonstrable experience managing electrical safety, contractor control and permit-to-work systems
  • Experience diagnosing and resolving complex mechanical and electrical faults.
  • Experience managing planned preventative maintenance (PPM) systems.
  • Experience managing reactive maintenance activities.
  • Strong understanding of building services engineering.
