Engineering & Compliance Lead
We are looking for an Engineering & Compliance Lead based across Europe for an Internationally focused UK organisation.
What this job involves:
Overall responsibility for effective delivery of engineering and compliance aspects of the contract through in-house and supply chain teams. The role will involve collaboration with multiple stakeholders across Europe to provide the highest standards of service. In conjunction with the account team and Client, the role will identify and implement best practice and innovation to service delivery. Outcomes will include consistency in processes, standards and governance across the portfolio in 12 European countries.

Reliability Engineer
Deliver all related services, as outlined in the contract, Schedule A and associated Appendices, to agreed standards and in line with achieving all KPIs, with timely and accurate submission of all identified reporting
Ensure internal and supply chain work to Safe Systems of Work Standards; ensure the AP structure and permit to work processes are followed
Responsible for engineering related risk management and contribution to the account risk register and associated reporting
Manage the Asset Management System (AMS) to support the safe, efficient and effective delivery of asset management objectives and contract requirements; develop and manage the account Strategic Asset Management Plan (SAMP), in conjunction with the Reliability Engineer and JLL Reliability Engineering team
Build a complete asset register for full estate, with individual registers for each building, following Client asset management and asset register guidelines, including asset criticality. Ensure the asset register remains current with asset condition assessments to inform the Forward Maintenance Register
Build a complete PPM schedule for the full estate, with schedules for each individual building. Take into account all Client requirements, including country derogations, specific SFG requirements, statutory mapping and reactive response times. The PPM schedule will include electrical, mechanical and FGas tasks as well as building fabric, grounds, cleaning and other soft services as identified. The JLL CMMS 'Corrigo' will be used to manage assets and maintenance
Use the service matrix to ensure all properties meet the full requirements of the contract, including, for each property, fire risk assessment, water management plan, asbestos register and specific derogations
Input to the Business Continuity and Disaster Recovery Plan
Input to training plan for JLL staff and suppliers in relation to engineering and compliance
Production of engineering Standard Operating Procedures (SOPs) and supplier inputs to the same
Develop and implement resilient processes, procedures and documents to simplify work-flow and ensure these processes are recorded and followed.
Develop and manage the account compliance team to provide a technical services delivery Centre of Excellence support to the client and contract team
Manage all engineering and compliance related documentation, including site-held documents, such as drawings, O&M manuals and logbooks, as well as central records, including engineering playbooks and processes.
Work with stakeholders as required, including the Client, station staff and property ; with all account team members, including FM, SRP and energy and sustainability team; provide landlord liaison
Undertake other such duties as detailed in the contract or requested through the change control process.

The role will include leadership of the engineering Safe Systems of Work, and Health and Safety requirements, via the HSSE manager

Technically qualified
Strategic thinker, able to develop, articulate and implement engineering strategies for growth, service improvement and best practice - with a drive for excellence
Client facing, with excellent communication and team-building skills; strong interpersonal and leadership skills
Ability to work in a team environment, provide direction and obtain results through people
Skilled in commercial aspects of engineering contracts
Proven Project methodology approach for planning, organizing and execution
Proven experience in a senior engineering role
Strong understanding of M&E systems and terminology
Excellent knowledge of asset and maintenance management, and lifecycle management
Essential
Qualified mechanical or electrical engineer or equivalent experience
Proven asset and maintenance management expertise
Requirement to be based in France (Paris) or Belgium (Brussels)
Hold, or be able to obtain, local security clearance (employment will depend on this condition being met)
Able to travel to other countries and sites as required; likely to be a high level of travel, especially in the early stages of the contract

Prior Authorised Engineer or Authorised Person accreditation
