The Property Service department provides strategic management of the council's property and school assets to support service delivery across the county.

Role & Responsibilities

We are offering an exciting opportunity to join the Property Service department as we develop and deliver our energy and water conservation programme. You will lead the Energy Team, overseeing all energy-related matters including electricity, fuel, and water across Lancashire County Council's establishments. Your role will focus on energy management, reducing consumption and emissions, and conserving natural resources.

• As the Energy Manager, you will have substantial vocational experience in Building Services Engineering.
• Experience working across multidisciplinary teams, providing technical leadership on projects.
• Experience managing multi-million-pound energy and water contracts.
• Budget management experience.
• Proficiency with monitoring and targeting systems for reporting on carbon emissions and expenditure.
• Knowledge of roles and responsibilities within the deregulated energy and water markets.
• Strong organizational and time management skills to handle multiple programmes and projects.
• Knowledge of legislation related to energy efficiency in public buildings, including Part L of the building regulations and EPBD.
• Experience supervising staff.
• Excellent negotiation and influencing skills.
• Ability to manage relationships with suppliers, stakeholders, and customers.
• Knowledge of grant funding processes and bid submissions for energy and carbon reduction projects.
