Job description

Location: Blended between office and home (England and Wales). Time in office negotiable

You will lead the energy team’s data and market monitoring function. This includes managing a team of up to 8 data specialists. The team works with a range of data sources, including from Citizens Advice service, commissioned research, statutory information requests to firms and regulators, and publicly available data from government and other bodies.

You’ll work closely with colleagues across the energy team, as well as our data and AI, public affairs, campaigns and media teams to maximise impact for energy consumers.

Through collaboration, expertise, and effective use of data and technology, the team partners with leads across energy and the wider organisation to:

  • Embed best practices in data throughout our energy work, including training and upskilling the team.
  • Focus on delivering clear, accurate, and actionable insights that influence stakeholders and support energy market monitoring by the regulator and other partners.
  • Produce creative data insights that demonstrate consumer and client experience, respond to policy issues and get external cut through.
  • Oversee production and ongoing improvement of our energy supplier star rating and other data releases.
  • Work closely with other teams - including our central data and AI team - to ensure data outcomes align with organisational priorities.
  • Engage with stakeholders in government, regulator and other bodies to access data and share insights. This includes best practice sharing of data using our legal powers and duties as the statutory consumer advocate.
  • Use the systems and data resources that are available to their full potential, taking a continuous improvement approach.
  • Develop innovative solutions to be more efficient and influential, including through appropriate use of AI tools.

The team has a collaborative culture that actively breaks down silos through clear dotted lines to expert policy teams, knowledge sharing and building collective intelligence. We maintain a shared purpose focused on our statutory advocacy obligations, mission-driven working and improving client outcomes.

The team supports the organisation’s strategy and mission by collecting, analysing, and sharing data that informs strategic decisions and strengthens effectiveness of our energy advice development. By making effective use of data we can measure the success of our interventions and enable evidence-based decisions and influencing. This foster accountability to our stakeholders and clearly demonstrates our impact to funders and clients.

You’ll support our wider energy advocacy work as well as supporting junior members of the team to reach their potential. Our strong brand will give you unique opportunities to engage with those who have the power to make change. You’ll help influence regulators, MPs, civil servants, industry on behalf of energy consumers and the people who rely on Citizens Advice.

We’re looking for someone with a wide range of skills, from exceptional data analysis and stakeholder management skills, to being able to lead in a large organisation.

Please provide details in your cover letter to evidence the following essential criteria. Please make sure your cover letter provides evidence for the essential criteria succinctly.

  • Strong team leadership and people management skills, with experience of developing and motivating diverse teams, creating opportunities for skills development, closing disparities and promoting pathways for career progression,
  • A commitment to equity and the positive value of diversity, and a good, up-to-date understanding of equity and diversity and its application to the work of the team.
  • Excellent numerical, analytical and statistical skills with proven ability and experience of using these in complex analysis tasks.
  • Ability and experience of using analytical and reporting tools (for example SQL, Tableau, Excel, Google data studio / sheets), and a good understanding of the strengths of each tool and the appropriateness of using them for specific analysis.

Equity, Diversity and Inclusion (EDI) is of strategic importance within the organisation and recognised as integral to all we do as a service.

Central to pursuing our EDI mission is building diverse and inclusive teams in which everyone has a sense of belonging. To that end, we particularly welcome applications from people we would like to see better represented in our organisation and sector - people of colour, LGBTQ+ people and disabled people. We follow the social model of disability. We will offer an interview to disabled candidates who indicate they wish their application to be considered under our Disability Confident Interview Commitment where they meet our selection criteria in their application. Some of our roles attract a high volume of applications and in some circumstances where it is not practicable or appropriate, we may limit the number of interviews offered to disabled and non-disabled candidates. We will provide reasonable adjustments as needed.

We’re a flexible employer, so this role may suit anyone who’d prefer a flexible arrangement to help their work/life balance, many of our colleagues spend most of their time working remotely. Whilst we prefer a blended approach between a local office, if one is near you, and home we’re open to being flexible on location, occasionally a role may require you to be based in a certain location if that's the case it will be detailed in the advert or job description. This can be discussed in more detail during your interview.
