Here's where you come in:

As a Cash and Voucher Programming (CVP) Technical Specialist in an emergency response, you will provide technical leadership on need/gap analysis, cash feasibility analysis (market assessment, FSPs assessment, Risk assessment, etc.), program design, implementation, monitoring and learning interventions, as well as coordination and engagements representing the World Vision Field Office. You will support the integration of cash programming into different sectors and multipurpose objectives.

Key Responsibilities:

1. Ensure that Cash & Voucher Programming projects are designed to meet or exceed donor and industry standards and guidelines.
2. Provide technical support to World Vision (WV) cash programming including Cash feasibility assessments, Market assessments, determination of response options, transfer value calculation, selection of delivery mechanisms, and appropriate modalities.
3. Work closely with technical sectors: (Livelihoods & Resilience, Health & Nutrition, Education & Protection, WASH), Departments: RAM, Operations, ICT, Finance & Supply Chain, and other Support Services for effective planning and implementation of Cash & Voucher Programming within WV.
4. Ensure Financial Inclusion, Social protection, social accountability, anticipatory action are reflected in the design process.
5. Ensure the incorporation of digital payment systems and platforms in all WV programs and coordinate its implementation.
6. Support field teams to set up CVP operations.
7. Develop and/or review Standard Operating Procedures (SOPs) for the selected delivery mechanisms (Mobile Money, Electronic Voucher, Banks, etc.).
8. Provide orientation during startup workshops.
9. Support digital registration and data management.
10. Ensure that monthly and regular reports are submitted timely (CTMR, donor reports, etc.).
11. Lead coordination and networking initiatives representing WV, including engagements with the Cash Working Group, CaLP, Government agencies, Consortiums, Clusters, L/INGOs, and other stakeholders.
12. Where possible, provide leadership for working groups or task teams.
13. Work with RAM, Technical Teams, and partners to develop proposals that incorporate CVP as a modality.
14. Establish and maintain good relationships with Government Departments, CBOs, funding partners, Support Offices, & private sector actors involved in CVP.
15. Lead CVP capacity assessments and capacity building initiatives for WV staff and partners, with support from Global Centre CVP leads.
16. Provide technical and supervisory support to WV partners utilizing CVP modalities.
17. Ensure ongoing coaching and mentoring of project staff to achieve desired results.
18. Liaise with the finance team in budget preparation for CVP projects.
19. Oversee project implementation in accordance with approved budgets.
20. Work closely with the Finance Department to track financial transactions from funding partners to WV and recipients.
21. Manage contractual processes among key partners and support offices, in consultation with WV risk and compliance departments.
22. Innovate, test, or replicate good ideas to scale up multipurpose cash-based programming in humanitarian, social safety net, or development contexts.
23. Set up CVP monitoring, accountability, and learning systems, addressing findings regularly.
24. Design and facilitate market assessments and document lessons learned for internal and external sharing.
25. Ensure regular program reports are generated and shared internally and with partners.
26. Ensure internal control systems are in place to manage potential CVP risks.
27. Create an environment that supports creativity and innovation.
28. Any other duties as assigned by the Supervisor for relevant tasks.

Knowledge, Skills and Experience:

1. Bachelor's degree in Social Science, Economics, Statistics, or related fields. Postgraduate training in Monitoring & Evaluation, Statistics, Economics, Computer Science, Agriculture, or related fields is an advantage.
2. At least 7 years’ experience in the Humanitarian sector, including 3 years in management of Cash and Voucher Assistance programs.
3. Experience engaging with donors, private sector, government agencies, INGOs, etc.
4. Experience managing diverse teams, including internal staff.
5. Experience working with local and international partners in program design, implementation, and capacity building.
6. Experience setting up monitoring and accountability systems.
7. Experience coordinating multi-agency programs and networks.
8. Proficiency in project planning and leadership.
9. Understanding of program design, monitoring, and evaluation frameworks.
10. Experience managing complex government or institutional funded projects.
11. Excellent communication skills (oral and written) in English; knowledge of other UN languages is a plus.
12. Ability to travel domestically and internationally as required.
13. Work hours may exceed 12 hours during response periods.
14. Responses often occur in insecure or disaster-prone areas, which may impact safety and normal work routines.
15. Work environments may have facilities below standard at times.
16. Hostile Environment Awareness Training (HEAT) or equivalent security training is required.
17. Certified trainer, coaching, and mentoring experience preferred.
