Overview

An exciting opportunity has arisen for an experienced and motivated Emergency Planning Manager to join the University Hospitals of Liverpool (UHL) Group on a part-time basis. This is a pivotal role within our organisation, supporting emergency preparedness, resilience and response (EPRR) across a diverse and complex group of hospital sites including the Royal Liverpool University Hospital, Aintree University Hospital, Broadgreen Hospital, The Walton Centre, and Liverpool Women's Hospital.

Job responsibilities

EPRR Compliance and Tactical Leadership

  • Lead the Trusts compliance with the Civil Contingencies Act 2004, the Health and Social Care Act 2012, NHS England Core Standards for EPRR, and all relevant national guidance.
  • Develop and implement the training and exercising programme for EPRR and Business Continuity Plans.
  • Ensure continuous improvement in the Trusts EPRR arrangements, embedding lessons identified from major incidents and exercises into policy and practice.
  • Lead on risk assessment processes for emergency preparedness, ensuring hazards are identified, assessed, and mitigated within Trust-wide planning frameworks.
  • Lead on Trust-wide training needs analysis for emergency preparedness, resilience and response, ensuring staff at all levels are trained and competent in their roles.
  • Provide expert EPRR advice to senior leadership, clinical divisions, and operational teams, supporting informed decision-making during incidents and planning activities.
  • Maintain accurate records of meetings, training and incidents.
  • Ensure Incident Coordination Centres (ICCs) across all hospital sites remain fully operational and equipped for immediate activation, including conducting regular checks of documentation, equipment, and resources, and maintaining accurate records to support emergency response readiness.

Managerial/Leadership

  • Undertake actions to support annual EPRR self-assessments and assurance processes, including audits against NHSE/I Core Standards.
  • Remain apprised of key issues identified via NHSE Local Health Resilience Partnership, ICB, and other partner networks, ensuring best practice implementation across the Trust.
  • Act as a point of escalation for EPRR and business continuity concerns, providing expert advice to senior management and operational teams.
  • Organise, lead and record site based training and exercising to support the EPRR Policy.
  • Assist identified Business Continuity Leads to develop and document effective contingency plans based on Trust documents and procedures.
  • Establish and conduct regular communication system tests, emergency call-out drills, and incident response simulations.
  • Attend the hospital sites or other locations, as required, in response to Business Continuity, Critical Incident and Major Incident Declarations, ensuring coordination of Trust responses.
  • Undertake reviews of emergency plans, procedures and protocols as outlined within the EPRR Work Programme
  • Maintain clear and accurate records of EPRR meetings and training including action plans.
  • Formulate and complete actions to support the Trusts responses to NHSE CQC along with internal and external audit reviews and Freedom of Information requests.
  • Participate in cross organizational training and preparedness exercises including regional, LHRP-led and sector specific multi-agency exercises and events .
  • Adhere to information governance regulations and procedures including maintaining confidentiality.
  • Undertake other responsibilities/duties according to the needs of the post and the associated competency.

Organisational Development

  • Work in cooperation with healthcare partners and external organisations to support effective planning for major incidents mass casualty incidents, and complex emergency scenarios.
  • Assist business continuity leads to undertake regular, risk-based departmental audits and scenario testing, ensuring effective service recovery mechanisms are in place
  • Support the implementation of Trust wide EPRR Plans, Policies and SOPs.
  • Lead in identified aspects of EPRR arrangements including engagement with ICB, local partners, emergency services and other relevant stakeholders.
Person Specification
Education/ Qualifications
  • Relevant degree or equivalent level of training and experience.
  • Achieved Diploma in Health Emergency Preparedness Resilience and Response/equivalent
  • Relevant post graduate professional qualification or equivalent
  • Evidence of continuing professional development
  • Membership of relevant professional body (e.g. EPS, BCI, IAEM etc.)
  • A training qualification at level 3 or above.
Experience
  • Familiar with emergency preparedness issues within the NHS.
  • Demonstrable experience of managing a team
  • Recent experience of working within a comparable role
  • Experience in using the Resilience Direct online platform
  • Experience of supporting Incident Management Teams in responding to emergencies, disruptive events and situations
  • Knowledge of the design, development and maintenance of databases/ spreadsheets/ questionnaires/surveys and other intelligence resources
  • Previous experience in CBRN, health or emergency planning
  • Experience of supporting Incident Management Teams in responding to emergencies, disruptive events and situations
