Overview

We are looking for a dedicated Resilience Adviser to support and strengthen the resilience of Leeds Teaching Hospital Trust. You will be joining the Emergency Preparedness (EP) team who are responsible for ensuring that the Trust complies with the Civil Contingencies Act and the NHS EPRR Framework along with other legislation and guidance.

Main duties and responsibilities
  • Maintain and update EP plans, policies, and training records.
  • Work proactively with wards and departments to ensure preparedness for business continuity threats and emergencies.
  • Provide support to incident management teams.
  • Prepare for planned outages of estates and IT systems and services.
  • Facilitate the development and maintenance of departmental business continuity and emergency incident responses, taking the lead as directed for specific areas of the Trust.
  • Co-ordinate and collate departmental planning responses to provide a Trust level emergency response plan covering all reasonable foreseeable internal and external incidents (e.g., major incidents, pandemics, adverse weather, site integrity issues).
  • Provide feedback on plans and progress towards appropriate levels of preparedness, ensuring response arrangements are based on best available evidence and guidance.
  • Support work to risk assess, evaluate and audit levels of emergency preparedness and resilience with reference to statutory requirements, guidance, best practice and lessons learnt from real life incidents and exercises.
  • Ensure planning, risk assessment and reviews are carried out in line with internal audit and external assurance and quality standards for emergency preparedness and organisational resilience, to demonstrate that relevant standards are achieved and evidenced.
  • Maintain effective information systems to record emergency planning and business continuity data, ensuring accessibility in an incident.
  • Develop, design and deliver training on emergency planning and business continuity to staff and managers across the Trust, ensuring courses are updated to reflect policy changes and external guidance; manage costs appropriately.
  • Plan and deliver a range of emergency preparedness activities including hazard identification, risk assessments and incidents; ensure these are reviewed and updated on the Trust’s Corporate Risk Register, systems and database.
  • Undertake and lead on a range of projects relating to Business Continuity/Emergency Planning.
  • Provide knowledge and advice on the theory and practice of emergency incident response and business continuity planning.
  • Lead on the development of the Trust’s command and control rooms; ensure equipment, documents and plans are regularly audited and tested.
  • Develop and deliver regular tests of the Trust’s emergency call-in procedures.
  • Ensure all information on the senior managers on-call laptop is regularly reviewed and updated.
