This role is within a unit where Surrey Police and Sussex Police work in collaboration, whilst remaining two separate legal entities/employers with different terms and conditions.
Both Surrey Police staff and Sussex Police staff are employed in this unit on their own force terms and conditions.
Successful candidates may be appointed on the terms and conditions of employment of either Surrey Police or Sussex Police, depending on organisational requirements. A discussion will be held with the successful candidate to confirm the details of location, salary, allowances and hours.

The starting salary for this role will usually be at the bottom of the salary range and will be pro-rata if the working hours are less than full time.

The Role & Key Responsibilities
From your first day with us you will be part of a policing family making a real difference.
It is our mission to identify and protect vulnerable people, prevent and respond to harm and keep people safe.
This role is advertised as a fixed term contract (or secondment for internal candidates) for between nine months to one year to cover maternity leave.
The Emergency Planning Team's role is to develop and implement efficient emergency plans for both Surrey and Sussex Police and Local Resilience Forums.
The Emergency Planning Officer role is key in building relationships with partner agencies and internally with police commanders. As and Emergency Planner you will have the opportunity to develop, train and exercise plans, you will have ownership of workstreams and be able to use your initiative to solve problems and improve resilience for Surrey and Sussex Police.
In incident response the Emergency Planning Officer is responsible for providing advice and guidance on multi agency plans and processes to Police Commanders. This is an exciting and challenging aspect of the role.
Key Responsibilities
- Be part of a 24/7 on call rota to coordinate the multi agency response to emergencies and major incidents in Surrey and Sussex.
- Act as a conduit into the Local Resilience Forums in Surrey and Sussex to provide contact and liaison with partner agencies to plan for an effective multi-agency response to any incident.
- Chair Resilience Forum workstream meetings to provide risk-based guidance and direction for multi-agency planning and exercising to prepare for an effective multi-agency response to a major incident.
- Develop and update Surrey and Sussex force emergency and contingency plans, including counter terrorism plans where applicable, in line with identified national and local risks. Liaise with key stakeholders including divisional command, force departments and key partner agencies. Ensure uniformity and consistency of plans across the Surrey and Sussex area.
- Plan for and assist with delivery of multi-agency training and exercising through the Surrey and Sussex Local Resilience Forums.
Skills & Experience
The successful candidate will have:
- A qualification in Emergency Planning or Disaster Management, or relevant emergency planning experience.
- Experience in partnership working
- Understanding of the CCA
- Experience in writing and exercising contingency plans
- Driving license with access to a vehicle
- Good IT Skills and understand and working knowledge Microsoft software/ Teams /SharePoint and Skype
