About the Role

We have an exciting opportunity to join our fast-paced Community Safety and Resilience Service as an Emergency Planning Manager.

As our Emergency Planning Manager, you will be responsible for the Council’s preparedness, response, and recovery arrangements under the Civil Contingencies Act 2004. This will include:

  • Ensuring council emergency response and recovery plans are up to date and readily available in the event of emergency.
  • Leading on the training, coordination, and preparedness of the council’s on-call officers; providing assurance that the Council has the ability to provide 24/7 emergency response and recovery.
  • Providing support and specialist advice on emergency planning and business continuity management, preparedness, response, and recovery to internal and external stakeholders.
  • Providing support and specialist advice on Protect duties; ensuring up-to-date advice is available to internal and external stakeholders.
  • Working collaboratively with the Greater Manchester Resilience Unit and Category 1 and 2 Responders to improve our preparedness, response, and recovery.
About you

To be successful in this role, you will need the following:

  • Extensive knowledge and experience of emergency and business continuity planning requirements within a multi-agency or public sector environment.
  • In-depth knowledge of relevant legislation, standards, and best practices in resilience and business continuity.
  • Extensive understanding of the roles and responsibilities of Category 1 and 2 responders and how they operate within the civil contingencies framework.
  • Strong organisational and project management skills, with the ability to manage multiple tasks simultaneously and meet tight deadlines.
  • Excellent communication and interpersonal skills, with the ability to engage and influence a wide range of stakeholders.
  • Experience in a senior or supervisory role within a resilience or emergency planning context.
  • Previous operational experience in a role such as a Forward Incident Officer or similar on-call role.

Future information

You will be required to be part of the Council’s on-call Emergency Response rota, for which an allowance is provided in addition to your salary. Flexibility to work outside core hours and during weekends may be necessary.
