Job Description:

The candidate must possess a strong background in project commercial and cost management, including core and shell, interiors, programming, and a good working technical & engineering knowledge of building codes and regulations. The candidate will support Regional D&C and Regional Management on budgeting and cost management throughout the entire project lifecycle, from feasibility studies, design, procurement, contracting, engineering, construction, to financial closure, ensuring commercial objectives, technical, and functional requirements are met. The Regional Commercial Management head should ensure that management and design decisions incorporate appropriate capital and expense inputs.

As an EMEA Regional D&C Commercial Management Head - Vice President in the Global Real Estate department, you will manage the procurement of a strategic, efficient, and cost-effective regional or country cost management consulting program that reflects market nuances, project nature, and commercial considerations. You will work with the D&C team and Legal teams to draft and administer various Capital Works Contracts, establishing a clear engagement framework with appropriate commercial terms and conditions to protect the firm's interests.

Job Responsibilities

  • Develop and execute a strategic procurement program for cost consultant engagements and services across the region.
  • Contribute to the development of the capital plan and ongoing expense management plans in coordination with Finance.
  • Work closely with project teams and consultants to develop the capital funding forecast for approval.
  • Provide professional advice on procurement, working with the D&C PMO and project management teams for construction and supply contracts.
  • Manage cost consultants proactively to ensure design change cost implications are priced, ACRs are updated, and proper approvals are secured.
  • Ensure the project ACR is timely, accurate, and risk-managed.
  • Advise on product/material selections and value engineering exercises.
  • Support global initiatives on cost and planning metrics, progress reports, dashboards, ACR database, and space utilization/density metrics.
  • Assist the PMO and Finance teams in achieving timely project financial closure.
  • Compile Contracts and commercial terms via appropriate agreement forms to support project delivery strategies.
  • Administer and negotiate contracts, and manage any subsequent disputes.
  • Collaborate with GRE Monitoring and Controls teams to ensure a transparent and robust contracting framework for all capital works.

Required qualifications, skills, and capabilities

  • Professional degree in construction, quantity surveying, or engineering.
  • Extensive experience in cost management on corporate accounts and interior projects, with regional expertise and management of Capital Works programmes.
  • Strong leadership, organizational, communication, and relationship management skills.
  • Proficiency in Microsoft Office Suite and industry-standard project management tools.
  • Excellent oral and written presentation skills.
