About the Opportunity

This role will be responsible for managing the visibility of risks to Construction Project Bids, providing commercial and contractual guidance to preconstruction feasibility and cost inputs into infrastructure projects.

Principal responsibilities of the role

  • Will be accountable for ensuring the preparation of tender and contract documents for Civil and Electrical engineering works, including responsibility of ensuring bills of quantities, cost analysis are produced every month/quarter; along with being responsible for establishing a client's requirements with the Project management/Design Teams. This includes driving presentations to Senior Board for formal approval.
  • Manage the delivery of pre-contract servicesacross the business, providing consistent formulated cost plans for individual projects and managing appropriate budgeting via the commercial team.
  • Ensure contractual arrangements are selected, adhered to and variations managed efficiently.
  • To work in partnership with the delivery teams to understand project requirements, including all contract management and administration.
  • Produce and be accountable for the monthly performance against key measures and targets, risks and opportunities.
  • Working in unison with the Infrastructure & Design Manager in pre contract interpretation to assess potential risk to Commercial bids.
  • To forecast and control spend on projects under NEC professional services Contracts in the utilities sector.
  • To implement key measures and own our commercial practices in line with the internal control manual.
  • To guide, manage and advise in internal gateway sign off process other Management team members outlining potential risks, proposing suitable mitigation, and administer in line with company risk process and record in appropriate systems.
  • Lead in the evaluation of supply chain tenders to ensure that cost effective solutions are delivered in line with business plan.
  • Work alongside and liaise directly with the Infrastructure and Design Manager in the provision of all necessary information required to ensure performance targets are met for both Blackburn and Teesside Operations.
  • To drive business performance through continuous improvements in how we manage commercial contracts which align to the business plan, introducing improved or new processes to fundamentally improve the strategy.
  • Be accountable for the management and deliver of our Commercial business processes and drive the team accordingly.
  • Work with post contract services at the appropriate level within the defined business area ensuring a high-level commercial assurance is maintained always.
  • Work alongside the Infrastructure and Design Manager in the configuration and management of framework contractors, ensuring their compliance to our processes.
  • Maintain and conform to the standards of Health and Safety as agreed across ENWCML ensuring a safe working environment for our staff and customers.
  • Contribute to the delivery of excellent customer service for both internal and external customers.
  • Develop high quality Supply Chain management structures with the Design & Infrastructure, Operations and Business Support Team.
  • Manage a team of Estimators and/ or Junior Quantity Surveyors.

Who we’re looking for

  • Essential experience of working within NEC 4 PFC Contracts and ECC Contracts
  • Utility /Electrical QS industry experience
  • Analytical and able to interpret numerical data for report production.
  • Working knowledge and experience of construction contract terms including NEC, IET and JCT.
  • Accountable for cost value construction project reporting, project management compliance, cost control and forecasting experience.
  • Proven experience of managing high value, multi-disciplined project
  • Demonstrable experience of tender analysis and ability to recognise and highlight ambiguity.
  • Experience of working with Framework contracts.
  • Degree preferable in a suitable Engineering/ Quantity Surveyor discipline with a minimum 5-year post grad experience
  • Royal Institute of Chartered Surveyors preferable or working towards an equivalent professional qualification
