Job description

Project Controls Director - Major Construction Project

We are seeking a skilled Project Controls Director for a major construction project. This role is inside IR35 with a day rate.

Principal Accountabilities
  1. Implement the Civils Works PMO.
  2. Define and execute the PMO vision, mission, and operating model, ensuring clarity on work scope, program delivery, and interface management.
  3. Drive high standards in scope delivery, focusing on safety, quality, time, and cost within the Sizewell PMO framework.
  4. Lead a capable team with clear roles, responsibilities, and accountability for delivery.
  5. Build collaborative relationships with the CWA and Project Controls team, working towards the best outcomes for Sizewell C.
Leadership and Culture
  1. This matrix-role reports to the Head of Programme Controls and the Civils Works Programme Director, forming part of their leadership team.
  2. Translate strategic initiatives into detailed action plans with defined timelines and deliverables.
  3. Implement procedures and initiatives within the supply chain.
  4. Provide team leadership to ensure clarity of objectives.
  5. Communicate and embody the company's vision, values, and ambitions.
  6. Promote a culture of cost-awareness, continuous improvement, and organizational learning.
  7. Manage daily operations of Functional Leads in Schedule, Risk, Cost, Change, Reporting & Insights, and Data & IM within the Civils Works PMO.
  8. Anticipate, manage, and resolve program issues.
  9. Identify risks, facilitate resolutions, and escalate as necessary.
  10. Support and lead PMO resources across Sizewell C.
Stakeholder Engagement & Key Decisions
  1. Build and maintain effective relationships with project teams across Central PMO, CWP, and CWA.
  2. Influence decisions made by the CWP Project Director and Head of Programme Controls.
  3. Help develop stakeholder relationships, including government bodies, shareholders, regulators, and suppliers, to foster confidence and assurance.
  4. Collaborate with other Heads of PMO and Programme Controls Managers.
  5. Represent the project externally, highlighting progress and achievements.
  6. Take accountability for Cost, Risk, Schedule, Reporting & Change within the CWP.
Programme Management
  1. Establish best practices for project management, including interface and requirements management.
Digital Data and Information Management
  1. Develop best practices for digital and data strategy, ensuring data quality and alignment with the Sizewell C Head of Data IM and overall framework.
  2. Define clear business requirements for Civils Programme systems, working closely with the digital directorate.
Programme Controls
  1. Support the Head of Programme Controls in delivering world-class Project Controls, including Schedule, Cost, Risk, Baseline, Change, and Reporting & Insights.
  2. Assist Civils Works Project Controls leads in creating and maintaining integrated control processes.
  3. Support progress reporting, forecasts, variances, and improvement initiatives.
  4. Liaise with the supply chain to ensure accurate project control data.
  5. Ensure timely, high-quality production of monthly Performance Reports.
  6. Implement assurance processes for Project Controls functions.
  7. Promote industry-leading Project Controls practices through knowledge sharing and presentations.
Knowledge, Skills, Qualifications & Experience
  1. Degree or equivalent in business analysis, accounting, finance, construction, engineering, project management, or related fields.
  2. Proven experience as a Project Controls Director on large, complex infrastructure projects.
  3. Experience across multiple Project Controls functions: cost control, estimating, scheduling, change management, and risk management.
  4. Deep understanding of earned value analysis.
  5. Experience managing teams within a matrix organization and engaging with senior stakeholders.
  6. Results-driven problem solver with excellent presentation, influencing, and facilitation skills.
  7. Exceptional interpersonal and communication skills.
