Job Description:

Role: Associate Director

Reports to: Senior Associate Director

Job Purpose: To work as a key member of the Learning Estate Team, helping stakeholders achieve cost-effective and timely delivery of projects within the Learning Estate Investment Programme (LEIP). The role involves providing build cost, commercial, procurement, and technical support for developing future programme approaches.

Location: Based at SFT's office in Edinburgh, with flexible working arrangements and a minimum of one day per week in the office. Travel to external meetings and seminars will be required.

Other Dimensions: The post holder will operate within the allocated budget and may have some line management responsibilities. The Learning Estate Team manages the £2bn LEIP and other initiatives, including expansion of Early Learning and Childcare, infrastructure for Free School Meals, and development of future programmes.

  • Assist in managing LEIP through process implementation and reviews
  • Support local authorities in project delivery, design, and funding assessments
  • Collaborate with stakeholders to improve project development
  • Use technical expertise to monitor market practices and innovations
  • Apply commercial approaches to maximize value for money
  • Conduct cost and area reviews considering industry indices and market conditions
  • Oversee operational phases and support revenue payments
  • Contribute to documentation, presentations, and reports
  • Develop templates, documents, and guidance materials
  • Maintain strong relationships with colleagues, Scottish Government, local authorities, and other stakeholders
  • Support development of new investment and delivery approaches
  • Promote collaboration and share knowledge across SFT
  • Ensure technical skills and qualifications are current
  • Contribute to corporate reporting and demonstrate outcomes
Knowledge, Skills, and Experience:
  • Quantity Surveyor or equivalent with at least 7 years of post-qualification experience
  • Knowledge of project delivery and commercial management
  • Experience in the Education sector
  • Experience with infrastructure procurement
  • Business case development experience
  • Ability to support solution-based outcomes and adopt best practices
  • Established network of sector stakeholders and relationship management skills
  • Understanding of public/private sector dynamics
  • Excellent written and oral communication skills
