Job Title: Strategic Manager for Learning Disabilities and Preparing for Adulthood (PFA) – Somerset

Location: Somerset

Pay Rate: £420/Day

Liquid Personnel is recruiting for a Strategic Manager to join a Learning Disabilities and Preparing for Adulthood team based at Somerset County Hall.

Responsibilities include:

  • Providing strategic leadership for mental health and learning disabilities services.
  • Offering expertise, professional social care leadership, and management.
  • Driving workforce performance in mental health and learning disabilities sectors.
  • Delivering the council’s priorities and meeting service targets.

Mental Health:

The postholder will lead for Mental Health Adult Social Care, focusing on reshaping and transforming services. Responsibilities include developing opportunities with public bodies, leading policy development, and ensuring community mental health services are effectively delivered within Somerset.

Learning Disabilities:

As the strategic lead, the postholder will focus on transforming services for individuals with learning disabilities, ensuring smooth transitions for young people, and leading policy development aligned with national and local standards.

Role Purpose:

To provide strategic leadership in mental health and learning disabilities, driving workforce performance and aligning services with council priorities.

Key Results Areas:

  1. Operational Delivery: Review performance, resolve complex issues, and advise senior management.
  2. Service Planning and Delivery: Develop plans, manage change, and promote well-being.
  3. Strategic Development: Collaborate with partners to monitor and improve practice quality.
  4. Financial Management: Oversee budgets and contribute to financial planning.
  5. Performance Management: Implement and monitor performance systems.
  6. Operational Management: Support workforce development and workload management.
  7. Service Delivery: Use information systems and maintain partner networks.
  8. Experience and Support: Work across diverse client groups, providing holistic support and opportunities for professional growth.
  9. Community Impact: Support individuals with disabilities and their families to enhance independence and well-being.

Qualifications and Experience:

  • Recognised social work qualification (e.g., MA, BA, BSc, Diploma, CQSW).
  • Registration with Social Work England.
  • Significant experience with vulnerable adults, disabilities, and complex needs.
  • Thorough knowledge of legislation such as the Care Act 2014 and the Mental Capacity Act 2005.
  • Strong assessment, analysis, and team-working skills.
  • Full UK driving license and access to a vehicle.
