A leading council in Scotland is seeking an experienced HR professional to lead the review of conditions of service. The role involves developing flexible service models, analyzing benchmarking data, and ensuring effective team supervision. Ideal candidates will have significant HR experience, strong communication skills, and a relevant degree. The position requires a proactive approach to resolving industrial relations issues and a commitment to developing others.
To lead a review of the council's conditions of service recognising the changes to working practices across all sectors and changes to wider societal habits and norms, expectations and ways of working. This should take into account the normalisation of weekend and evening working prevalent across many work settings and the increased demand for council services outwith traditional office hours.
To ensure a flexible and modern set of conditions of service that support the council to be flexible, efficient and meet customer/client demand.
Reporting to the HR Manager, be the lead officer on the development of a revised conditions of service package
Develop and thoroughly review a structured programme of sustainable, for purpose and financially affordable potential conditions of service models
Undertake and analyse benchmarking information across other councils and relevant private sector employers extracting key themes and points for consideration and applying those to the development of the above models
Team supervision in accordance with Moray Management Methods
Significant HR experience in a generalist role
Track record of effectively resolving difficult industrial relations problems
Record of participating in and leading trade union consultation and negotiation
Accustomed to dealing with large numbers of varied employment groups
Experience of:
Application and interpretation of contracts of employment
*Relevant Degree (or equivalent)
*Corporate Membership of CIPD or demonstrable equivalent
Detailed up to date knowledge of employment law
Sound knowledge of current good practice within HR environment
Ability to work using initiative and common sense and to take balanced decisions when necessary
Strong communication skills with the ability to engage and influence others and create sound relationships.
Ability to draw together requirements and prepare into plan and monitor delivery
Skills to motivate others to deliver results and commitment to development of self and others.
Ability to give sound practical advice and creative solutions relevant to service needs
Ability to assimilate large amounts of information and give constructive advice under pressure
Creative and innovative approach but with the pragmatism to secure a practical implementation
You will be expected to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service. Due to the rural nature of Moray this is normally undertaken by use of a car.

Ability to relate well to a wide variety of people at all levels of the organisation
Ability to give advice, guidance and support to employees, managers and colleagues on a personal and professional level often in difficult circumstances

Hourly Rate: £29.16
