Where business needs allow, this role may be suitable for a combination of office and home-based working, therefore you must consider if any of the above locations are within a reasonable travelling distance. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business (i.e., detached duty) or work in another MOD office, will also count towards this level of attendance. Job Summary

The Facilities Management Project Delivery (FMPD) team are the Portfolio, Programme and Project Delivery lead for the development and procurement of future Facilities Management (FM) and other infrastructure enabling contracts, working with wider DIO to help enable Defence personnel to live, work, train and deploy at home and overseas.

The FMPD Mission, through our continuous improvement and culture of collaboration, will provide high quality, flexible contracts that meet the needs of Defence and capture best practice across Government and Industry. We will be advocates for quality whilst ensuring value for money, and through effective programming and project management we will deliver replacement contracts on time to ensure continuity of service for our customers and end users. As a team FMPD makes a significant contribution to the Defence Infrastructure Organisation (DIO), with wider Defence priorities and the needs of Defence at the heart of everything we do.

Our FMPD team is primarily spread across five main locations in the UK: Andover, Glasgow, Lichfield, Rosyth and Wyton but we also work collaboratively with colleagues and stakeholders all over the UK and overseas. Our success relies on this effective collaboration and strong relationships with Front Line Commands, our colleagues from the Defence-wide scrutiny community and across Cabinet Office and HM Treasury, to ensure we continue to deliver effectively and efficiently.

The portfolio that FMPD is responsible for managing in 2025/26 is valued at around £11.8 bn. These projects and programmes are all at varying stages in their life cycle.

Job Description

The Programme Support Office (PSO) is the engine room of any well run project or programme. The FMPD PSO supports the FMPD portfolio by leading in effective project control through coordinating all information, ensuring effective and timely communication, monitoring and control activities. The PSO also supports the assurance and governance across the programme including standards, approvals, financial monitoring and assurance.

The Programme Support Office (PSO) is the engine room of any well run project or programme. The FMPD PSO supports the FMPD portfolio by leading in effective project control through coordinating all information, ensuring effective and timely communication, monitoring and control activities. The PSO also supports the assurance and governance across the programme including standards, approvals, financial monitoring and assurance.

Person specification

The Post Holder is responsible to the PSO lead for the effective management and support to the FMPD PSO Team. With leadership from the PSO Assistant Manager, The PSO Portfolio Support Officer will be responsible for providing governance, secretariat, financial, communications and administration support to the PSO team and wider FMPD team in addition to the management of the tasks outlined below:

  • Advise FMPD project teams on the Contract Purchasing &Finance (CP&F) system governance and process
  • Input and manage the FMPD project and purchase data on CP&F, including the resolution of discrepancies
  • Advise and liaise with the finance, commercial and FMPD project teams to ensure spend is approved and receipted.
  • Supporting FMPD project teams with the monthly External Assistance (EA) Forecast of Outturn.
  • Lead file management, ensuring robust version control across the portfolio
  • Organise key meetings for the portfolio
  • Assist in the development of project documentation, ensuring projects have the correct documentation in place.
  • Actively undertake housekeeping on project documentation in accordance with FMPD information assurance policies and management plans.
  • Ensure effective scheduling of key stakeholder meetings across the portfolio, taking action to de-conflict and prioritise when needed
  • Manage the portfolio mailbox and diary
  • Provide effective secretariat support including drafting agendas, recording actions and decisions and managing action delivery and tracking
  • Assist in the development of project documentation, ensuring projects have the correct documentation in place.
  • Actively undertake housekeeping on project documentation in accordance with FMPD information assurance policies and management plans.
  • Assist in the management of the reporting process for the portfolio and Programme Boards
  • Assist with maintaining stakeholder log for internal and external stakeholders.
  • Act as a focal point to coordinate responses to external requests for information

Employment Hours

The post advertised is for 37 hours net, however the Ministry of Defence offers a range of flexibilities to enable a better work-life balance for employees. Flexible working, Part-time working and Job Share working patterns will be considered.

The post does not offer relocation expenses.
