Job description

Brook Street (UK) Ltd has an exciting opportunity for an Assistant Category Officer within Procurement for our leading Public Sector client, Education Authority Northern Ireland, Ballymena.

As a temporary Assistant Category Executive Officer, you will be responsible for delivering compliant procurement competitions and related activities. You may also have supervisory responsibilities for up to 5 staff members.

Job Purpose

Assist the Category Officer in providing best practice procurement and contract management services within a category or manage a specialist area within Procurement Services. The post requires solving problems within a designated procurement category and providing support and advice to internal and external EA procurement customers and suppliers.

Main Duties and Responsibilities
  1. Delivery of Strategic Procurement
    • Provide advice on procurement lifecycle from initiation to contract management.
    • Support all aspects of procurement and contract delivery.
    • Manage and deliver procurements under £30k, including tender initiation, evaluation, award, and contract management, ensuring efficient Procure to Pay systems.
    • Review administrative systems and procedures for accuracy and service improvement, including SharePoint, sourcing register, and Quality Management System.
    • Support procurement management information analysis.
    • Ensure proper use and maintenance of the electronic tendering portal (eTendersNI).
  2. Procurement Management Information System / Administration
    • Produce reports from SharePoint and eTendersNI for management decision-making.
    • Conduct compliance checks on procurement processes.
    • Process tender and contractual data.
    • Handle tender challenges, disputes, and legal procedures.
    • Prepare correspondence, minutes, reports, and contracts.
  3. Service Delivery and Staff Supervision
    • Supervise staff to ensure effective service delivery.
    • Plan, organize, and prioritize work.
    • Allocate tasks, monitor quality and performance.
    • Train staff in procedures and systems.
  4. General
    • Provide training for service users.
    • Prepare documentation and statistical returns.
    • Carry out duties as assigned, including cover for colleagues.
    • Handle queries and follow-up actions.
    • Perform other duties as appropriate.
  5. Other Responsibilities
    • Comply with Data Protection policies.
    • Contribute to a culture of excellence in procurement.
    • Undertake additional duties within the grade and competence.
    • Work outside normal hours as needed.
Qualifications and Experience

Minimum of NVQ Level 3, BTEC National, two A levels, or equivalent, and at least one year of office-based administrative experience.

Compensation and Working Hours

£16.01 per hour, 36 hours per week, Monday to Friday.
