We are looking for an experienced Commercial Manager - Training Equipment to join our Selborne team with a track record in managing equipment.

Project Selborne is a Transformational Training programme with a strategic goal of modernising Royal Navy training to deliver "better trained people to the front line, faster". Project Selborne brings together a number of legacy contracts and in-house service provision into a single coherent training delivery mechanism with an initial value of circa £1 billion for the delivery of Naval Service Training across Royal Navy UK establishments.

Selborne's focus is to prioritise the quality and improvement of RN individual training outcomes through modernising the approach to training design and delivery through innovative solutions, underpinned by a deep collaborative working to enable operational success for the Royal Navy.

As prime contractor for Selborne, Capita leads 'Team Fisher' in delivering this exciting and challenging major programme over the next 9 years.

The Commercial Manager - Training Equipment assists the Selborne Senior Commercial Manager across five key areas:

  1. Management of Capita's prime contract's obligations in respect of training equipment
  2. Supply chain management of Capita's Tier 1 partner for equipment management (Raytheon)
  3. Supply chain management of Capita's Tier 2 subcontractors for equipment management (BAe and Rolls Royce)
  4. Supporting ongoing change activity including support to the Royal Navy Submarine Training School (RNSTC) programme and the incoming scope of the Mechanical Engineering Training Group (METG)
  5. Lead/support business as usual procurement activity to support the Capita equipment function

The role is multi-disciplinary and involves interaction with a range of stakeholders both internal and external. The role will be at the heart of Selborne activity and warrants an enthusiastic, inquisitive and ambitious person seeking a high profile, yet challenging role.

This is a hybrid role with an expectation to be in our Portsmouth office 2 days per week.

Successful candidates must either have current SC clearance or be capable of attaining prior to commencing.

Job Description:

What you will be doing:
  • Partnering and collaborating with senior management teams, and internal/ external delivery Tier 1 partners and Tier 2 suppliers, to provide pragmatic and viable solutions to commercial issues that arise
  • Building strong collaborative relationships with customer and supplier commercial teams
  • Managing contract obligations, assumptions and dependencies across Tier 1 and Tier 2 subcontracts
  • Supporting the selection and onboarding of Tier 2 suppliers including assisting service streams with the definition of requirement, evaluation of offers and the creation of subcontract documentation
  • Supporting the Senior Commercial Manager in assessing and processing both top down (from the client) and bottom up (from suppliers) change requirements including validating the requirements against the existing (sub)contract and critically assessing the proposed impact (including changes to prices)
  • Support service stream and supplier owners in performance reviews both internally and with partner/supplier and the client
  • Ensuring that all sub(contract) documentation is maintained and is up to date
  • Being seen by the business as a trusted partner to assist with ad-hoc contract queries and advice
  • Promoting a close working relationship between the business and the commercial team
  • Identifying risks and opportunities, proposing appropriate solutions and mitigations
  • Managing change control and tasking order requests to maximise the commercial opportunities
  • Advising and assisting with relevant legislative changes (such as Data Protection)
  • Ensuring all Capita Group commercial governance is followed (DAB, IWAF, CAPOL etc.)
  • Ensuring adherence to Capita commercial policies & procedures

What we are looking for:
  • Experienced commercial individual who has a track record in managing equipment either as an OEM or in a complex services environment
  • Demonstrable commercial and contracts experience (including drafting of subcontracts) and a track record of pre- and post-contract commercial activity
  • Experience in leading and delivering procurement activity
  • Experienced in managing commercial & contract governance
  • A strong influencer and demonstrate proven ability to provide credible, pragmatic and commercial solutions to business problems
  • Deals with conflict in a positive manner and without damaging relationships, demonstrating resilience and a high degree of commercial technical knowledge/ business acumen to educate and guide senior managers
  • Ability to use analytical data for decision making
  • Ability to manage a high demand workload and prioritise effectively in time-bound situations
  • Ability to work flexibly over a wide geographical area (where required) and experience of working in a multi-site/mobile capacity

Selborne is a wide scale, 12 year transformation of Royal Navy Training. The contract worth GBP 1 billion was awarded in December 2020 to a consortium led by Capita to deliver and modernise training for the RN. The consortia of partners known as Team Fisher includes Raytheon UK, Fujitsu and University of Lincoln together with 14 other UK-based suppliers.
