It is an exciting time in Peterborough. As one of the fastest growing cities in the UK we are on the cusp of a growth and regeneration revolution. We’ve got significant regeneration planned for key areas like our Station Quarter and new University, having attracted over £80m in government funding to facilitate our plans.
This ambition is built on a strong foundation that recognises that frontline services such as street cleansing and refuse collection are some of the most important that the council provides, as they touch the lives of so many residents. As such the Council has taken a decision to in-source these services from Peterborough Limited, the Council’s LATCO, and deliver them in house no later than the 1 st of April 2026.
We are now seeking to appoint Non-Executive Directors to join the Board of Peterborough Limited and support the organisation through this transition period. Further details about the company can be found here: https://www.peterboroughlimited.co.uk/
As a Non-Executive Director, you will:
- Contribute to the development of this transition phase for the company, ensuring activities align with the Council’s decision about the future of Peterborough Limited services
- Monitor the operations and performance of the company, including its financial management arrangements and risk mitigation to ensure a smooth transfer of services
- Guide, support and challenge colleagues to ensure that the company delivers the outcomes necessary in line with the Council’s decision to in-source services under the ‘Aragon’ umbrella
- Contribute to the development of the company’s overall strategy for Peterborough Culture, Heritage Leisure and Learning (PCHLL), ensuring it aligns with the Council’s strategic plans and commercial strategy
Role Title
Non-Executive Director: Peterborough Limited
- To be collectively responsible for the successful running of the Company. This includes the successful termination of services delivered under the Operational Services Agreement (OSA) and there return to the Council.
- To monitor performance, risk management and oversee the effective operation of the organisation including compliance with legal and regulatory requirements.
- To provide the organisation with strategic direction, business planning and goal setting primarily in relation to for Peterborough Culture, Heritage Leisure and Learning (PCHLL).

- The ability to commit sufficient time to the role to prepare for, and attend, Board meetings, Committee meetings, training sessions and other related events.

- Contribute to the formulation, and oversee the delivery, of the Company’s strategies and policies.

- Represent the Company on occasions.

Specific knowledge and skills
Board Members will need to demonstrate high levels of knowledge and expertise in at least one of following areas:
- Understanding the City, its geography and demography.
- Financial and audit skills.
- Sufficient knowledge and experience to inform Remuneration issues.
- Legal expertise.
- A reasonable knowledge of the Company and its network.
- Knowledge of one or more of the following functions in a local authority context: Waste and Recycling; Parks Trees and Open Spaces, Home to School Transport, Estate Management, maintenance, statutory testing and compliance; and fleet management.
