The Opportunity

Essex County Council is undertaking a programme to improve services and outcomes for children and young people with Special Educational Needs and Disabilities (SEND). Our goal is a SEND system that identifies needs earlier and provides effective support, reducing reliance on statutory services. We aim to deliver impactful, cost-effective services.

The School Effectiveness Partner will support school leaders to develop accountable partnerships, leveraging expertise and resources to help pupils reach their potential. The role involves monitoring, challenging, and supporting schools to deliver high-quality provision, ensuring statutory responsibilities are met.

Ideally, candidates will have experience as a Headteacher with expertise in quality improvement frameworks and achieving good or outstanding Ofsted ratings.

The role covers all of Essex, with location details to be discussed during interviews. Start dates are flexible, either September 2025 or January 2026.

Organisational Accountabilities

  1. Operational planning and performance review to ensure high service standards and meet council priorities.
  2. Collaborating across functions and supporting financially sustainable outcomes.
  3. Building relationships with internal teams and external organizations to support plans and improve services.
  4. Managing complex issues and resources to meet customer needs.
  5. Utilizing digital technologies and innovation.
  6. Promoting equality and diversity in decision-making.
  7. Translating goals into compliant, risk-managed practices.
  8. Delivering high-quality customer interactions to build strong relationships and reputation.

Service/Functional Accountabilities

  1. Serving as the main link between the local authority and school partnerships to improve education across Essex.
  2. Supporting the development of school partnerships within the School Led Improvement Strategy.
  3. Collaborating with early years settings, schools, and educational providers to identify areas for improvement and support pupils aged 0-18.
  4. Monitoring school performance, attendance, and exclusions, providing guidance and support.
  5. Representing the Director of Education at Headteacher appointments and Ofsted feedback sessions.
  6. Challenging schools on safeguarding and supporting underperforming schools to improve rapidly.
  7. Promoting and delivering traded services and exploring new commercial opportunities.
  8. Ensuring effective school leadership and sharing innovative improvement strategies.

The Experience You Will Bring

  1. Qualified Teacher Status (QTS) and senior leadership experience, preferably as a Headteacher or within LA.
  2. Continued professional development and knowledge of relevant legislation.
  3. Strong leadership, behavioural skills, and results-focused approach.
  4. Excellent communication and influencing skills.
  5. Proven ability to deliver strategic objectives and outcomes.
  6. Knowledge of school practices and managing education provision for diverse needs.
  7. Experience in partnership working, including with academies and free schools.
  8. Data analysis and management skills for service evaluation and planning.
