Norwich City Council is seeking an Environmental Services Officer to manage contract services such as refuse and recycling. The role involves liaising with contractors and the public, ensuring high-quality service delivery, and requires strong skills in contract management and customer service. An exciting role has come up in Environmental Services for an Environmental Services Officer.
This role entails elements of Contract Management across the services provided to the public such as Refuse and Recycling, Street Cleaning and Grounds Maintenance. This involves liaison with contractors, residents, external and internal partners in order to provide our services to the public.
The successful candidate should have a working knowledge of contract management within at least one of the areas of responsibility and be able to work in a fast moving and challenging role.
Responsibilities
Working in a customer facing role in the delivery of frontline operational services - environmental or neighbourhood development related work environment
Responding to customer enquiries and complaints (written and verbal)
Experience of managing contractors including data collection and performance management
Resolving issues for and with partners, communities or individuals
Experience of contributing to the delivery of successful projects
Experience of carrying out engagement with stakeholders
Building effective relationships with people from a variety of backgrounds
Working knowledge of environmental protection powers and other primary legislation that encompass environmental crime
Knowledge and understanding of tenancy, contractual, legal and policy frameworks within which the service operates
Demonstrate ability to monitor service delivery issues and performance
Understand evidence gathering and use of legislation
Demonstrate understanding and practice of equal opportunity and safeguarding issues.
Demonstrate understanding of Health and Safety issues
Computer literacy is essential including Microsoft Office
Skills Required
Ability to conduct investigations understanding the issues and motivations involved and provide a managed outcome
Ability to negotiate successful outcomes with partners, contractors and others
Ability to plan and carry out project/casework work to achieve improvements and resolve local issues
Work accurately and with attention to detail
Communicate effectively with colleagues and the public at all levels, orally and in writing
Deal with very sensitive or tense situations sympathetically, confidently and assertively as required
Ability to interpret performance information targets and take corrective action when required
Effective team player with a proven ability to develop positive relationships with colleagues, managers, elected members, other stakeholders
Ability to collaborate with colleagues to share/provide information as required for activities/tasks
Ability to demonstrate practical troubleshooting and problem analysis techniques
Able to demonstrate an understanding of diversity and equality requirements around service delivery
Ability to deliver a high level of customer service and proactively look for ways to improve the customer experience and tailor information to meet the needs of the customer
Ability to model appropriate behaviours that encourage a culture of empowerment, initiative and transparency across the Council
Educational Requirements
Evidence of a good standard of general education including English and maths
Evidence of continuing professional development
