Job Purpose

This is an exciting opportunity to work in the Technical Services - Defence business unit of Mitie as Head of Billable Works on the Scotland and Northern Ireland defence contract. The role involves growing and supporting all billable works across the contract area, ensuring successful and safe delivery within programme, budget, and quality standards.

The Head of Billable Works is responsible for project process leadership and resource management, overseeing operational and management aspects of project delivery in line with DIO and Mitie governance, and representing Mitie at senior client project reviews.

Reporting to the FDIS MD, the role includes driving opportunities, supporting the FDIS management team, and overseeing the billable works team from inception to project completion, including asset management and the Forward Additional Services Plan (FASP). The role also involves managing consultants and contractors to ensure contractual and governance compliance.

Collaboration with the DIO billable works lead and other stakeholders is essential to achieve objectives efficiently. The role requires mobility and travel across the contract area and security clearance checks.

The person will maintain a dotted line to the Professional Project Services (PPS) team and work on continuous improvement of project management functions.

Responsibilities
  • Deliver all billable works across the contract, up to £6m per project.
  • Ensure compliance with health and safety, quality, environmental policies, and statutory requirements.
  • Manage the Billable Works Programme Office (BWPMO) for planning and coordination.
  • Ensure compliance with CDM regulations, planning, and building control.
  • Manage and maintain the supply chain, ensuring procurement aligns with contract requirements.
  • Contribute operational input to cost and value reconciliation processes.
  • Develop objectives at all delivery levels to meet company targets.
  • Implement and communicate company vision, mission, and values.
  • Work with the Contract MD to develop management systems and processes.
  • Manage escalated issues or complaints related to billable works.
  • Ensure operational staffing levels and future needs are met.
  • Manage staff recruitment, development, and training.
  • Monitor data quality within delivery functions.
  • Oversee project delivery to quality, schedule, and budget standards.
  • Maintain accurate project data and coordinate with project teams.
  • Develop positive relationships with team members and clients to foster collaboration and growth.
Knowledge, Skills & Experience

Qualifications:

  • Degree in Construction Discipline preferred but not essential.
  • Membership of a construction-related institute (e.g., RICS, CIOB, RIBA, CIBSE, MIET, or APM) preferred.
  • Construction safety qualification (IOSH, NEBOSH, or CITB).
  • Minimum of 5 years' senior role experience.

Experience:

  • Proven project delivery experience in the public sector, managing complex programs.
  • Strong commercial and financial acumen.
  • Knowledge of legislation, regulations, and standards.
  • Experience with professional services and construction contracts.
  • Proficient in project planning software and MS Office; CAFM systems experience is desirable.
  • Construction industry experience essential; change management experience beneficial.
  • Experience in managing consultants, subcontractors, and supply chains.
  • Data analysis, reporting, and performance management skills.
  • Proven leadership in managing people.
  • Able to work independently and as part of a team, developing client relationships and pursuing growth opportunities.
  • Understanding of BIM Level 2, Government Soft Landings, and sustainability initiatives like Net Zero Carbon.
