We have a once in a generation opportunity to welcome a New Settlement Delivery Manager to join us, in a role where you will provide strategic leadership to guide our Council's vision for a new settlement in South Norfolk, ensuring it delivers sustainable growth, high-quality placemaking and economic prosperity.
Sitting in our Place Directorate, you will work at the heart of our dynamic Council, which prides itself on innovation and high‑quality, customer‑focused services. This flagship project will help secure SouthNorfolk's long‑term housing, infrastructure and employment needs, setting national standards for future new towns.
In this role, you will lead and champion the long-term vision for a sustainable new settlement, aligning with Government guidance, local planning policy and the Council's strategic objectives. You will identify, establish and manage the most effective delivery vehicle, and ensure that robust governance procedures are implemented. You will build consensus and secure buy-in through high-level engagement with Government, Homes England, landowners, developers, elected members and local communities, and you will oversee master planning and spatial and infrastructure strategies. This will include ensuring transport, utilities, digital connectivity and green infrastructure are delivered in step with growth.
A key focus of the role will be to embed economic development at the core of the project, creating jobs and attracting investment to underpin long-term prosperity. As part of this project, you will drive a comprehensive programme and risk-management framework, tracking milestones and ensuring budgets and quality remain firmly on track.
About You
We are looking for someone with drive, passion and the desire to create and deliver long-term vision. With a degree-level qualification (or equivalent professional experience) in Urban Planning, Regeneration, Civil Engineering, Public Policy or a related discipline, you will hold chartered membership of RTPI, RICS or another recognised professional body.
You will have a proven record of leading major strategic development or regeneration programmes, and possess deep knowledge of planning policy, infrastructure delivery and economic development, together with familiarity with Government funding mechanisms. Outstanding negotiation, influencing and project-management skills, as well as the confidence to engage senior stakeholders and present complex information succinctly are essential in this role.
