Job Summary

Devonport Naval Base is the largest Naval Base in Europe. It is a 650 acre site with 15,000 acres of water space, employing 12,000 people on site. The Base is primarily focused on delivering timely deep maintenance to the UK’s submarine fleet. It is also the operating home base for frigates, amphibious Ships, Royal Marines. It employs more than 10% of Plymouth’s workforce and contributes to 14% of Plymouth’s economy.

Devonport Naval Base is the nerve centre for the Royal Navy in the South West. It supports operations around the globe providing the ships, submarines, people, and equipment to deliver the UK’s defence policy. This position is advertised at 37 hours per week.

Flexible working is available by agreement with the line manager, but due to the nature of the role, candidates must be prepared to spend the majority of their time on site (Civil Service expectation is 60% presence in office per week).

Job Description

  • To assist EFSM with fire assurance activity and second party fire assurance audits iaw the Integrated Audit Plan and HSA Active Monitoring Programme, across the Naval Base Commanders (NBC) Estate.
  • To assist EFSM in Intelligent Customer activity for the Babcock delivery of HS&EP (FMSP) contracted outputs. Liaising with Fire Officer counterpart at Babcock to ensure legal standards are being consistently applied.
  • Assist EFSM with fire safety advice for MOD offering timely advice on fire related issued.
  • To manage the Fire Safety Management Plan for the NBC estate. Advising on suitably tracking and closure of Fire Risk Assessment remedial actions.
  • Support the 4Cs Contractor Team and ESO in fire matters related to Construction activity for new work or renovation projects.
  • To be assist EFSM in delivering fire related update briefings at DSG Team Meetings and promulgation of relevant information in a timely manner to operational units within NBC Estate.
  • Support Asst Hd HSA in maintenance of robust relationships with the Devon and Cornwall Fire and Rescue Service, including site familiarisation visits and fire exercises.
  • Assist Asst Hd HSA in maintaining good working relationships with MOD and Civilian Regulators.
  • Support EFSM in liaison with DIO regarding their adherence to agreed procedure for new structures and renovation where it involves fire risk.
  • Join EFSM in engagements with Babcock Fire Officer to ensure fire control measures applied by Babcock do not put MOD personnel at risk.
  • Ensure remedial actions from routine fire inspections are implemented and remedial control closed out in a timely manner – enabling continued safe working.
  • Carry out site inspection visits of new work and renovation activity at suitable intervals with EFSM to ensure that fire control measures, not be visible once contractor work is finished, is being completed to an acceptable standard and signed off.
  • Collate documentation from sign off process for contractor fire related activity. Provide relevant documentation to Establishment CDM manager for inclusion into the CDM Health and Safety File.
  • Support Building Controllers (BC) and provide advice on fire related issues. Attend BC forums BC training to interject relevant advice on fire control and offer ongoing support.
  • To assist EFSM on public events on base to ensure compliance with MOD Policy and Statutory fire obligations,
  • To assist EFSM in liaison with the Nuclear Safety Assurance Teams as necessary where it is deemed that fire control may impinge on activities carried out in their area of operation.

Person specification

The role requires a strong level of understanding of Fire Safety Regulations, Specific British Standards and associated guidance.

The post holder must be a confident and capable communicator; fire safety is a crucial area of delivery and under constant scrutiny at senior level. Safe and timely delivery of fire control is vital to the future proofing of defence capability at HMNB/D.

The post holder must be able to brief autonomously to senior level management and address a wide range of internal, external and interested parties regarding fire safety. This will include the ability to have meaningful conversations with formal Regulators.

The job is varied, challenging and busy, it is set within a site with a bright future, in a specialist area of importance and potential growth. The organisation under NBC is currently undergoing significant change. Therefore, change-management skills, persistence and flexibility will be required to succeed. Collectively, these skills are to be delivered through engagement with NBC departments and Industry Partner Organisations (IPO) who operate at HMNB/D.
