Job Description
Hours: 35 each week (Monday to Friday, hybrid working)

Are you passionate about tackling homelessness, providing strong operational management, and leading a dynamic team to make a lasting impact on people’s lives?

If so, this is your opportunity to join Ealing Council, who Adecco is delighted to be working in sole partnership with as they look to recruit for a Temporary Accommodation Reduction Manager on a permanent basis. As part of a wider Housing Solutions team, you will provide leadership and management to up to 15 Temporary Accommodation Reduction Officers, Aftercare Officers and Support Workers involved in move-on processes. Reporting directly into the Head of Allocations and Accommodation, you will play a pivotal role in addressing housing challenges and ensuring residents have access to secure and stable homes.

Your role will include:

  • Working collaboratively across teams within Housing Demand, the directorate, council and with partners delivering seamless end to end outcomes for residents, including matrix management of services/projects.
  • Delivering services across various settings and channels to ensure best outcomes for residents, including face-to-face and home visits.
  • Developing move-on strategies and plans to support homeless households in finding long-term accommodation.
  • Managing the move-on process efficiently, aligned with individual needs.
  • Managing council resources effectively, focusing on cost reduction and minimizing use of costly spot purchased accommodation and B&B.
  • Preparing clients for move-on through workshops or support in budgeting, tenancy management, and life skills.
  • Liaising with external agencies, landlords, and housing providers to secure housing options.
  • Building partnerships to ensure availability of private sector accommodation for discharge of duty to homeless households.
  • Maintaining relationships with local authorities, landlords, housing associations, and support services for move-on options.
  • Developing after care processes to support tenancy sustainment and financial independence.
  • Allocating temporary accommodation units effectively to meet demands.

Key Responsibilities

  • Ensuring policies and procedures are compliant with legislation and best practices, with ongoing development.
  • Supporting continuous improvement and innovation in service delivery.
  • Managing and motivating staff, ensuring professional development and a positive work environment.
  • Conducting regular team meetings, 1-2-1s, and reviews.
  • Leading projects, managing resources, and achieving objectives.
  • Participating in duty rotas and managing out-of-hours services.
  • Representing the department at meetings and engaging with stakeholders.
  • Managing budgets, expenditure, risks, and funding opportunities.
  • Communicating effectively with staff and ensuring ongoing professional development.
  • Managing risks and relationships with members on service delivery issues.
  • Handling complaints, Members Enquiries, and FOIs within timeframes.

Key performance indicators:

  • Performance reporting delivery.
  • Cost reduction in services.
  • Timely applicant property notifications.
  • Delivery of projects within time and budget.

What We’re Looking For:

  • Experience in housing or related fields, with a focus on homelessness services.
  • Knowledge of housing legislation, including the Homelessness Reduction Act 2017.
  • Excellent communication and stakeholder engagement skills.
  • Understanding of housing policies and strategies.
  • Leadership and team management experience.
  • Strong project management skills.

Essential Qualifications

  • Degree or NVQ Level 4/5 or equivalent experience.
  • Housing qualification or willingness to obtain one.
  • Membership in a professional body like the Chartered Institute of Housing.
  • CPD evidence, including management or project management training.
