Job description

Job Description: Performs Plans, Process, and Policy Support and provides Project Management Support.

Plans, Process, and Policy Support:

  1. Analyze strategic guidance such as program directives, guidance letters, programming plans, wing plans, or reference architectures to develop planning documents, transition strategies, and policies to meet program objectives. Support the development of future roadmaps, architectures, and Concept of Operations (CONOPS).
  2. Assess communications/IT requirements for validity, completeness, accuracy, or feasibility; resolve discrepancies with agencies; document unresolved issues.
  3. Research and document infrastructure and system topologies, including architecture, connectivity, and interoperability.
  4. Recommend standards, procedures, and enhancements for new technology implementation and maintenance.
  5. Review and coordinate technical content of design proposals for facilities, equipment installation, and maintenance. Provide expert advice on equipment specifications, capabilities, and operational procedures, including guidance for selecting and acquiring C5I equipment and infrastructure.
  6. Draft planning, transition, and policy documents following directives and industry best practices, such as ITIL within the DoD and Air Force policies.

Project Management Support:

  1. Support project implementation and sustainment of technologies and strategic plans.
  2. Develop implementation plans for approved strategic initiatives, coordinating with internal and external stakeholders.
  3. Compare current capabilities with requirements to identify gaps, future focus areas, and total cost of ownership.
  4. Estimate planning, programming, and budgeting needs for infrastructure upgrades and equipment purchases.
  5. Coordinate engineering data to ensure system architecture, configuration, and integration compliance.
  6. Manage communication systems projects, facilitate planning meetings, and coordinate site surveys.
  7. Prepare site survey reports, briefings, and coordinate resource allocation, equipment specifications, and operational acceptance.
  8. Create and report metrics for ongoing projects and conduct weekly project meetings.

Minimum Clearance: Secret

Required Experience: At least eight years of IT project management experience, with increasing responsibilities in communication and information systems design and management. Additional preferred areas include:

  • Cloud computing and services
  • Technical writing
  • System Development Lifecycle (SDLC)
  • SDLC management plans
  • Military communication planning (Ref: Air Force MPTO00-33A-1001, Chapters 19 and 20)
  • Development of SOW, SOO, PWS, or QASP documents

Certifications: Must possess and maintain a Project Management Professional (PMP) certification from PMI.

Minimum Education: Bachelor's degree in a relevant field such as computer science, information systems, engineering, mathematics, or business, providing substantial knowledge of information sciences. Education and experience may be substituted as follows:

  • Master’s degree with four years of experience
  • Ph.D. with three years of experience
  • No degree with 11 years of relevant experience

Salary Range: $105,622 - $126,500, subject to experience, location, and contractual factors. International positions may include additional allowances and benefits.
