Main duties of the job

The Deputy Chief Executive is a pivotal role leading the delivery of the strategy and day to day running of the ICB. It is a role that will test and enhance your already well-honed leadership skills, working collaboratively within partners across the system to address the complex issues they face in delivering services to 2.8 million people. Greater Manchesters history of devolution and an inheritance of closer working between the NHS, local government, and the Mayor of Greater Manchester, has been instrumental in shaping the design of these new national partnerships to support local health and care needs. Although our deep and strong connections have started to deliver real health improvements to a population where too many still spend too much of their lives in poor health, the pandemic set progress back. There is now a real opportunity to make further change: to better address health inequalities, further improve clinical outcomes, and contribute to the wider social and economic development of Greater Manchester.

The Deputy Chief Executive will play a key role in helping us develop as an organisation and our people, helping the system and providers collaborate and work in partnership to address the challenges facing Greater Manchester, and supporting the implementation of our Joint Forward Plan and wider Integrated Care Partnership Strategy.

Job responsibilities

Deputy Chief Executive

  • The role is responsible for leading the following functions on behalf of the Chief Executive:
  • Financial and performance system oversight and recovery
  • NHS Provider and locality oversight, bringing together performance, finance and quality
  • Operational planning
  • Delivery of financial efficiencies and other change programmes
  • ICB governance and certain corporate services
  • Emergency Preparedness, Resilience and Response (EPRR) Team
  • GM Integrated Care and the Chief Executive reserve the right to determine executive portfolios once the full team has been confirmed

Person Specification

Experience

  • Previous Board experience as an executive director with a demonstrable track record of success in a large and complex organisation with demonstrable impact
  • Substantial experience of providing board level and/or system leadership within a regulatory environment and across complex systems with demonstrable impact
  • Experience of managing highly sensitive situations with patients, families or carers and/or with wider advocating agencies.
  • Significant evidence of meaningful engagement and partnership
  • development with business communities (including large companies
  • and SMEs).
