Job Description

To assist in reviewing the council's conditions of service, considering changes in working practices across sectors, societal norms, and expectations. This includes accounting for the normalization of weekend and evening work and increased demand for services outside traditional hours.

Requirements

Reporting to the lead officer, support the development of a revised conditions of service package, including creating a sustainable, fit-for-purpose, and financially viable model. Collate and analyze benchmarking data from other councils and private sector employers. Ensure thorough and timely documentation of all actions within the project plan and relevant systems.

The Individual

Minimum six months' experience in a generalist HR role with skills in:

  • Preparing, analyzing, and evaluating reports with recommendations
  • Providing advice on conditions of service issues
  • Advising managers and employees on employment matters

Additional desired skills and knowledge include:

  • Proficiency with software packages and data analysis
  • Research, analysis, and evaluation skills, especially related to employment issues
  • Degree in a relevant discipline or equivalent
  • Knowledge of employment law and contracts
  • Understanding of HR and local authority issues
  • Familiarity with trade unions and employee consultation processes
  • Awareness of equality issues
  • Understanding of HR management information and trends
  • Ability to quickly assimilate information, work proactively, and make balanced decisions
  • Strong research skills and ability to apply relevant information to the council's context
  • Impartiality and confidence in standing one's ground
  • Ability to analyze statistics and develop findings and recommendations
  • Excellent oral and written communication and presentation skills
  • Knowledge of HR policies, legislation, and practical application
  • Ability to build trust with managers and work accurately and responsibly
  • Knowledge of good practice and ability to provide constructive advice under pressure
  • Ability to produce evidence-based reports and recommendations
  • Confident, well-founded approach, respecting confidentiality
  • Ability to relate to people at all levels and work effectively within a team

Salary: £33,439.90

Hourly Rate: £17.74
