Job description
An exciting opportunity has arisen for a Sustainability & Waste Manager to join the Environmental Team in Estates & Facilities at Leeds Teaching Hospitals NHS Trust, based at St James's University Hospital.

We are looking for an Sustainability & Waste Manager, ideally with significant experience working within a similar healthcare setting, to support the Trust with its environmental management services & the sustainability agenda.

Main duties of the job

To be responsible for the management of the larger Estate in relation to Environment and Waste Management. To include the maintenance and repair of as they relate to the building fabric, utilities and engineering services, across the Trust, using the best possible business and working practices.

To manage contracts, both internal and external, in addition to all levels of directly employed staff, to ensure the delivery of operational services in relation to environmental management and waste.

To be responsible for managing and complying with all statutory instruments and guidance ensuring best practice related to environmental management and waste

Provide expert specialist and professional environmental waste expertise and advice to senior management of the Trust and external agencies

Manage the duties of the Waste & Environment team throughout the Trust and carry out the duties and responsibilities of a Responsible Person Waste as required by HTM 07-01.

Job responsibilities

This is a Senior Management role accountable to the Associate Director Estates Compliance and Risk. The role will have overall trust wide responsibility and accountability for the management of Leeds Teaching Hospital Trust Green Plan and Waste Management Plan which conforms to all agreed practices, policies and procedures.

This post holder will play a key role in developing trust wide initiatives by ensuring compliance with legislation, meeting national targets by providing training and promoting organisation wide participation and awareness in waste and sustainability.

The post holder will be the lead specialist in waste, who will be responsible for the development, implementation and management of a waste strategy which will look at waste segregation, recycling, waste reduction, and the effective management of waste whilst also supporting LTHTs sustainability commitments. The post holder will also be responsible for developing a robust internal waste audit system to ensure compliance.

Manage the duties of the Sustainability & Waste teams throughout the Trust and carry out the duties and responsibilities of a Responsible Person Waste as required by HTM 07-01.

To manage and prioritise own workload including the duties of a Responsible Person for Waste Management, Trust Lead for Environmental and Waste Regulations and associated statutory requirements.

Control of allocated budget up to �2.6million

The post holder will deliver effective financial management and reporting plans which ensures that all resources and transactions are conducted with probity and in accordance with approved policy. This will include preparing strategic outline cases, outline/full business cases, business justification cases regarding waste projects of a highly complex and technical nature- where there have been developments within waste and environmental legislation that impacts on healthcare organisations.

Manage contractors, the number of staff being managed on a daily basis will fluctuate up to 10.

PRINCIPAL DUTIES & AREAS OF RESPONSIBILITY

Responsible for the professional and technical environmental management of highly specialised areas of Estate Management including Building Regulations, Working at Heights, Confined Spaces, Compliance, Construction Design Management and Patient Environment, Environmental Management, Waste Management etc

Provide specialist advice on Waste to comply with Environment Agency/ Statutory Legislation. in order to ensure patients and staff safety

Instruct and manage outside contractors and in-house labour resources in routine and emergency situations

Responsible for advising on the upkeep of Building Fabrics and Engineering Services, as they relate to waste in compliance with all relevant health & safety requirement and statutory regulations, in order to prevent danger to patients, staff and others from risks including Healthcare acquired/ associated infections. Maintaining the infrastructure and services to enable patients to be treated in a clean, safe and pleasant environment

Responsibility for planning, organising and supervising specialised Estates management strategies in clinical and non-clinical areas utilising both in-house and contract resources

To manage an ongoing programme of Clinical waste audits and risk assessments and action plans

Provide senior line management support for a variety of multi-skilled, multi-disciplinary staff and the appropriate recording of such information necessary for the efficient operation of the Trust systems and services

Responsible for the interpretation and implementation of Legislation and Technical Guidance with regard to delegated areas of Estate Maintenance including providing appropriate advice to the Trust

Solely responsible for dealing with all Estate Waste Emergencies and for the activation and escalation of the Trust Estates Emergency Plan whilst operating an On-Call system

Provide specialist waste and environmental information to Consultant & Design Staff regarding complex systems and services to enable the provision of development and improvements to the Building Fabric & Engineering Services across the Trust

Receive, interpret and disseminate highly complex and specialised information from outside Agencies, to other staff groups within the Trust

Negotiate with outside agencies to ensure that all goods and services are obtained in accordance with the relevant Trust procedures and provide Value for Money

Using a wide range of strategic planning tools, analyse and develop solutions for complex Estate issues to allow the effective completion of the Trusts Forward Maintenance Register and Condition Surveys of Equipment, Fabric, Plant & Services

Financial management of budget up to �2.6million including authorised signatory for the procurement and payment of a range of maintenance, repairs and refurbishment schemes, within a delegated area of Estate management

Responsible for the creation and updating of all adequate plant histories using the Trusts central works management and database systems in order to enable the Trust to make best use of equipment and resources

Continual use of the Trust Works Information System to create, develop and deliver comprehensive reports on specified areas of responsibility

Research and develop the latest Estate Waste Management and Environmental strategies and implement new methods of working throughout the Trust in order to obtain return on resources

Responsible for ensuring appropriate environmental audits & risk assessment regimes are established and ongoing.

  • Evidence of Continuing Professional Development in Healthcare Estates/ Environmental Management


Experience

Essential

  • Relevant experience in Estates Management at a higher level
  • Experience as Responsible Person for Healthcare Waste Management
  • Application of the Health Technical Memorandum 07-01: Safe and sustainable management of healthcare waste
  • Knowledge of the Health and Safety legislation appertaining to Estate Management
