Brief Description

To lead and manage the use of appropriate engineering standards in relation to design and construction, on all projects within the national programme so they comply with legislation, Railway Group and Network Rail company standards. To monitor whether suitably qualified and experienced staff are employed to control engineering aspects of all projects within the functional discipline.

Provide project engineering support for Lift and Escalator renewals. Undertake assurance for engineering management activities. Implement relevant engineering management standards, processes, and procedures. Deliver the effective development and management of suppliers and staff to meet or exceed corporate rules and means of control (including Standards), particularly those relating to safety, quality, and environment. Manage collaborative cross-functional teams to deliver the capital Lift & Escalator programme of works. Identify and implement quality and efficiency improvement initiatives. Liaise with internal and external customers to address customer needs. Discharge Network Rail CDM related duties as required by company process.

About the role (External)
Key Accountabilities
  1. Implement Network Rail systems and procedures to deliver a cost-effective, high-quality, and safe approach to design, construction, commissioning, and other technical activities on relevant projects. Review all relevant legislation and liaise with relevant governmental departments.
  2. Monitor the competence of all Project Engineers working on projects within the functional discipline and provide guidance, direction, and briefing.
  3. Apply engineering controls and procedures to all projects so all design and construction contracts include reference to appropriate Railway Group and Network Rail Company standards applicable to their discipline.
  4. Apply relevant techniques and procedures of risk assessment and HAZOP analysis to all projects and ensure environmental aspects are managed in accordance with Network Rail Environmental Policy.
  5. Monitor all projects for compliance with Railway Group and Network Rail standards and project control procedures.
  6. Advise project and programme management on construction activities, testing, commissioning, and site supervision, ensuring design and construction meet legislation, including CDM regulations.
  7. Monitor the competency of contractors' personnel to assure quality of supply chain outputs.
  8. Undertake duties of nominated design and construction / design construction engineer, including reviews and audits to ensure safety and quality standards.
  9. Carry out duties of designated project engineer (DPE) to fulfill Network Rail standards and procedures.
  10. Undertake accident investigations to identify root causes and disseminate learning.
  11. Perform project categorization for engineering assurance levels.
Job Skills, Experience, and Qualifications
Essential
  • Significant experience in relevant engineering disciplines.
  • Technical qualifications to at least HNC level or equivalent in a relevant engineering discipline.
  • Membership of a relevant professional institution (ICE, IMechE, IET).
  • Experience of contracting.
  • Knowledge of safety cases, safety management, and quality assurance across PACE stages.
  • Understanding of independent assessment arrangements for works.
  • Accident investigation experience.
  • Skills in building positive relationships with customers and stakeholders.
  • Experience in developing teams and challenging services for improvement.
  • Experience supporting safety and well-being of colleagues and challenging risks.
  • Ability to work proactively through complex issues.
  • Knowledge of Common Safety Method (CSM).
Desirable
  • Chartered status or equivalent.
  • Understanding of environmental issues in engineering works.
  • Knowledge of Lift & Escalator / M&E project management and delivery.
  • Experience as Designated Project Engineer (DPE).
  • Experience applying standards variations.
  • Experience working on multi-disciplinary station projects.

Please note: Due to the nature of the role, travel is required. Initially, candidates will be office-based full-time for the first 4 months, with hybrid working considered thereafter.
