Job Title: Diving Technical Authority

The Petrofac Diving Technical Authority shall be a Diving Specialist with experience of the type of diving operations being undertaken and of the type of work being undertaken. They must be thoroughly familiar with current legislation, regulations, and industry best practices. This position should be familiar with dynamically positioned (DP) vessels and their DP control systems, if operations are conducted from support vessels equipped with DP. Familiarity with marine processes, lifting operations, rigging, and general seamanship is essential, along with supporting the senior client representative regarding operational decisions.

Key Responsibilities
  1. Monitoring the contractor to ensure compliance with current legislation, Petrofac Diving Procedures, IMCA D 014, IOGP 431, and industry best practices.
  2. Identifying any shortfalls to the senior client worksite representative.
  3. Recognizing that monitoring diving activities from dive control provides additional assurance, whether from vessels or the client’s office setup.
  4. Participating in offshore risk assessments and managing change processes.
  5. Providing short-term planning input within your area of competence.
  6. Reviewing all campaign-related documents.
  7. Ensuring completion of pre-campaign assurance checklists based on work scope and risks.
  8. Attending project briefings and risk assessments to brief the contractor’s team on Petrofac policies.
  9. Reviewing the dive team training and competence matrix.
  10. Coordinating with Marine competent persons to confirm vessel and crane operators' experience and competence, especially near assets and installations.
  11. Supporting vessel and diving system assurance audits.
  12. Participating in safety and progress meetings, including morning conferences.
  13. Managing project changes, ensuring documentation and risk assessments are completed per procedures.
  14. Reviewing and countersigning contractor’s Daily Progress Reports.
  15. Coordinating with offshore assets, OIM, contractor, and onshore engineers.
  16. Ensuring IMCA D.E.S.I.G.N. audits are completed and non-conformances addressed before work begins.
  17. Acting as the communication focal point for vessel/diving worksite and installation safety permits.
  18. Leading incident investigations and reporting procedures onboard.
  19. Monitoring offshore activities, maintaining logs, and recording emergency exercises.
  20. Attending onboard meetings and passing information to onshore teams.
  21. Compiling reports for onshore review and lessons learned meetings.
  22. Coaching project teams to improve safety and human performance.

The above duties are not exhaustive; the post holder is expected to undertake any tasks reasonably within the scope of the role. The postholder must adhere to the IOGP Lifesaving Rules, Petrofac Values, and Behaviours.

Managing project/asset audits, promoting safety engagement, and encouraging reporting and safety conversations are also key responsibilities.

Essential Qualifications and Skills
  • Understanding of IMCA D 014 and IOGP 431 standards.
  • Qualifications and experience in diving, preferably as a Diving Superintendent.
  • Experience planning offshore activities on DSV and construction vessels.
  • Experience as a site representative and in high-hazard industries like Oil and Gas.
  • Knowledge of international codes, standards, QA/QC, and HSE procedures.
  • Experience with DP vessels and hazard identification.
  • Understanding of occupational health and safety, human factors, and environmental issues.
