Industra Construction Corp. is seeking a senior-level Preconstruction Manager to join our team. This role requires a strong background in civil infrastructure and a deep understanding of alternative project delivery methods.

Job Details

We specialize in heavy civil, structural, and municipal infrastructure projects across Canada. The successful candidate will lead the full preconstruction process for civil infrastructure projects across various delivery models.

Roles and Responsibilities
  • Lead the full preconstruction process for civil infrastructure projects across various delivery models (Design-Build, CM/GC, P3, etc.)
  • Oversee project planning efforts, including budget development, cost estimating, schedule creation, risk assessments, value engineering, and constructability reviews
  • Manage and coordinate responses to RFQs and RFPs, including the development of technical and financial proposal content
  • Conduct detailed design reviews in collaboration with engineers, architects, and consultants to ensure feasibility, compliance, and cost-effectiveness
  • Evaluate and mitigate risks related to cost, schedule, procurement, and permitting during the preconstruction phase
  • Interface directly with clients, consultants, and stakeholders to align project goals, manage expectations, and provide regular progress updates
  • Work closely with internal teams including estimating, planning, design coordination, and field operations to ensure a smooth project handoff
  • Lead bid preparation activities, including subcontractor engagement, site visits, and development of project narratives and unique value propositions
  • Maintain preconstruction schedules and milestone tracking to support pursuit and project planning efforts
  • Support team leadership by mentoring junior staff, managing priorities, and contributing to continuous improvement in preconstruction processes
Qualifications
  • Bachelor's degree in Civil Engineering, Construction Management, or related discipline
  • Minimum 10 years of experience in heavy civil construction, with at least 3 years in a preconstruction or estimating leadership role
  • Strong working knowledge of civil infrastructure delivery models including DB, CMGC, and P3
  • Proven ability to lead preconstruction efforts from concept through contract award
  • Solid understanding of construction means and methods, current market pricing, procurement strategies, and risk management
  • Proficient with industry-standard tools such as Procore, Bid2Win, Bluebeam, and AutoCAD
  • P.Eng designation is an asset
  • Excellent communication, presentation, and leadership skills
