Hours of work: Monday to Friday, 35 hours per week, full-time

Location: BCC office in St James’s Park, London, with an option to work from home up to 2 days a week

This is a pivotal leadership role at the heart of the British Chambers of Commerce (BCC), combining strong policy expertise with strategic influence and external representation.

Reporting directly to the Director General and serving as a core member of the Senior Leadership Team(SLT), the Director of Policy & Insights leads our expert policy, research, and insight teams. This role will also act as a key deputy to the Director General, trusted to represent the organisation in high-profile, public engagements.

This postholder would have extensive experience in leading a team that delivers the knowledge, insight, and content that shapes the organisation’s policy development, commercial partnerships, media communications, and government affairs.

The role encompasses both internal leadership and high-profile external representation directly with senior political, business and media stakeholders. It also includes managing the BCC Economic Advisory Council, which brings together economists and business leaders - both nationally and internationally – to provide expert advice and feedback to the BCC and the Chamber network.

The Director of Policy & Insights will work closely with colleagues across our networks and organisation, particularly with the Communications and Public Affairs directorate, to ensure that policy, research and advocacy are fully integrated. Together, they will develop and deliver impactful, evidence-led campaigns that amplify the voice of business and drive meaningful change.

DUTIES AND RESPONSIBILITIES

Strategic policy direction

  • Lead the development of, and take overall responsibility for, all policy and research content produced by BCC in partnership with the Chamber Network
  • Ensure policy and insight is used to drive commercial partnership opportunities
  • Work hand in glove with the Communications and Public Affairs Director to deliver national advocacy campaigns
  • Oversee high-quality policy positions, media lines, government consultation responses, reports, and joint publications
  • Ensure outputs reflect the priorities and needs of UK businesses and the Chamber Network
  • Provide strategic oversight and support for policy development across the Chamber Network, promoting alignment, responsiveness, and shared priorities
  • Ensure the BCC has strong, modern policy frameworks in place that enable effective, transparent, and evidence-based decision-making
  • Maximise the effectiveness of BCC’s policy influence by setting measurable objectives, tracking outcomes, and adapting strategy based on impact

Economic insight and strategic advice

  • Lead the BCC’s Economic Advisory Council
  • Provide expert strategic advice to BCC and partners on economic trends, risks and opportunities relevant to UK business
  • Review economic policy submissions and advise on the BCC’s responses to fiscal events such as the Budget and Autumn Statement
  • Contribute to the design, assumptions and interpretation of the BCC’s award-winning Quarterly Economic Forecast
  • Support the Director General in high-level economic briefings with key stakeholders including the Chancellor, Governor of the Bank of England, and other political and business leaders

Insights and knowledge management

  • Ensure the BCC Insights Unit delivers high-quality, timely and relevant surveys, data analysis and research outputs
  • Oversee the organisation’s knowledge management processes, ensuring robust information sharing and evidence-based policy
  • Ensure research is used to drive commercial outcomes as well as advocacy and communications

External representation

  • Act as a senior representative of the British Chambers of Commerce, deputising for the Director General where appropriate across key engagements, including strategic government meetings, high-profile media interviews, and interactions with the Chamber Network, senior political, economic, and business leaders
  • Be seen internally and externally as the second-in-command, trusted to represent the Director General and the BCC at the highest levels

Management and leadership

  • Be a trusted senior adviser to the Director General, helping shape priorities and the BCC’s strategy as the organisation evolves
  • Lead and manage deputy directors and heads of across the policy, insights and research teams
  • Take a strategic decision-making role as part of the SLT, helping shape and deliver BCC’s strategy and organisational goals
  • Foster a high-performing, collaborative and inclusive working culture
  • Work closely with the communications, partnerships, and membership teams to align policy work with broader organisational goals

Policy governance

  • Ensure adherence to the policy-making protocols of the Chamber Network, upholding governance rules and updating them where necessary
  • Ensure that competition policy rules and guidance are followed in all policy development and partner activity

PERSON SPECIFICATION

  • Experienced in representing an organisation as a sector expert across broadcast media and other public engagements including with senior political and industry stakeholders
  • Proven strategic leader, experienced in working directly with senior leader(s), able to lead multidisciplinary teams and contribute to organisational decision-making at SLT level
  • Demonstrable expertise across business policy areas, with experience in economic policy and analysis
  • Strong record of producing high-quality policy campaigns, including influencing public policy outcomes
  • Effective communicator able to translate complex economic or policy issues for non-specialist audiences
  • Experienced in government and political engagement, with established relationships at senior levels
  • High degree of numeracy and analytical skills
  • Experience working with commercial partnerships or in a consultancy setting
  • Postgraduate degree or equivalent in economics, public policy, or a related field
