This position provides executive level management, oversight and guidance of the County's finances including all Funds and two component units (Schools and Economic Development Authority-EDA). Duties include directing the coordination and development of the Annual Operating and Capital Budget and Capital Improvement Plan, ensuring the financial integrity of the County’s operations by recommending and maintaining sound financial practices, procedures, and reporting. Work involves directing the areas of general ledger, accounting, debt issuance, budget, payroll, and purchasing. Position supervises staff of professional, technical and clerical personnel. Reports to the County Administrator.
Essential Job Functions
- Performs the management, coordination and oversight of the completion of the Annual Comprehensive Financial Report;
- Performs the management, coordination and oversight of the completion of the Va. Auditor of Public Accounts Cost Comparative Annual Report;
- Performs the management, coordination and oversight of the completion of the OMB A-133 Report;
- Performs the development, management, coordination, implementation and oversight of Internal Control Policy and Procedures.
- Ensures the adequacy of resources and the efficiency and effectiveness of uses of such resources by providing essential government services to the County Departments and the citizens of Isle of Wight;
- Performs inventory/property management;
- Directs the coordination and development of the Annual Operating and Capital Budget and Capital Improvement Plan to assist the County Administration in decision making;
- Makes recommendations that impact the budget and monitors budgetary compliance;
- Attends board meetings and various board committee meetings, makes presentations, provides advisory/recommendations to the County Administration and Board of Supervisors as required;
- In accordance with County Financial Policy, with assistance from the County’s Financial Advisor, analyzes outstanding bond issues for refunding opportunities;
- As set forth by County Financial Policy, this position is responsible for Debt Post Issuance Compliance implementation;
- Serves as Debt Compliance Officer;
- Makes recommendations that impact individual benefit eligibility;
- Provides direction and full support to supervisors and employees regarding safety and health, job-training and hazard elimination procedures, and correction of identified safety deficiencies in accordance with County policy.
- Observes all approved safety and health policies and procedures pertaining to an employee’s work activities and performs all work tasks in a safe and healthy manner in accordance with County policy.

Minimum Requirements To Perform Work
- Bachelor’s Degree in Accounting, Business Administration or related field
- Ten (10) years of related work experience; including governmental accounting
Licenses/Certifications
- Certified Public Accountant

- Skilled in the use of a variety of office equipment including: computer-driven work processing, spreadsheet, and file maintenance programs.
