Job summary

Ofcom in the United Kingdom is seeking a Senior Management Specialist to lead the Director of Research Innovation and Data remit within the Strategy and Research Group. You will shape a data and innovation strategy, drive data science and analytics capabilities, and ensure timely, user‑friendly data delivery across Ofcom.

You will build partnerships across teams, engage with external regulators, manage budgets and programmes, and provide leadership for Statistics, Analytics, and Behavioural

Qualifications

• Data science/AI capabilities to derive insights from large datasets.
• Strong data ethics and responsible use of data.
• Robust understanding of research methods to inform decisions.
• Experience running complex programmes with budgets and people resources.
• Ability to develop and deliver strategic direction for data and research.
• Proven leadership and management skills.
• Ability to build and maintain relationships across teams.
• Experience leading change initiatives.
• Ability to communicate complex analyses clearly in writing and orally.
• Track record of applying data-derived insights to market or regulatory challenges.

Responsibilities

• Lead the data and innovation strategy for the Research, Intelligence team.
• Drive cross-organisational collaboration and governance of data initiatives.
• Represent Ofcom externally with stakeholders and regulators.
• Provide leadership for Statistics, Analytics, and Behavioural Insights functions.
• Oversee governance of programmes, budgets and milestones.
