Job summary

Ofcom in the United Kingdom is seeking a Senior Management Specialist to lead the Research Innovation and Data function. You will shape a progressive data strategy and drive value from analytics across policy, regulation and market insight.

You will oversee a diverse team and collaborate with Digital, Data & AI and Economics groups to deliver user‑friendly data access, robust insights, and high‑quality visualisations for stakeholders, while steering governance and programme delivery.

Qualifications

• Data science and AI capabilities to derive insight from large datasets.
• Strong ethics and responsible use of data.
• Solid understanding of research methodologies and consumer behaviour.
• Experience leading large programmes with budget and people management.
• Ability to develop and deliver a data/innovation strategy.
• Proven leadership and management skills.
• Excellent relationship-building across teams and external partners.
• Experience leading organisational change initiatives.
• Capability to clearly present complex analysis to varied audiences.
• Track record of applying data-derived insights to regulatory or policy contexts.

Responsibilities

• Develop and deliver R&I’s data strategy and innovative methods.
• Lead cross‑functional collaboration across Ofcom data teams and stakeholders.
• Champion data needs and implement organisation-wide data systems.
• Oversee quality, ethics and governance of data and analyses.
• Lead on external engagement with regulators, industry and academia.
• Act as Lead Director for Statistics, Analytics, Behavioural Research and Programme management.
