1. Basic purpose of the job and its primary objectives:
- Assist the Board of Management and the Chief Executive in defining financial goals and policies, and in identifying financial opportunities.
- Manage the finances efficiently, effectively, and within policies and budgets.
- Account for all income and expenditure, assets, and liabilities accurately and timely.
- Provide appropriate financial information to the Senior Management Team (SMT), Chief Executive, Board, funders, and Welsh Government.
- Update and review the 30-year business plan for financial modelling and funding requirements.
- Ensure an effective IT strategy for system security and future proofing.
- Lead the development of People & Culture and manage the HR team.
- Manage the outsourced IT contract.
- Lead the Internal Audit programme and strategy.
- Manage lease agreements for commercial lettings.
- Undertake roles of Data Protection Officer (DPO), Anti-Money Laundering Reporting Officer, and FCA Approved Person.
Management
- Act as a member of the Management Team.
- Assist in reviewing and updating the 3-year Corporate Plan.
- Monitor financial performance and advise on corrective actions.
- Report financial data to stakeholders and ensure compliance with Welsh Government’s “Regulatory Framework”.
- Participate in quality initiatives and service improvements.
- Advise on financial policy, statutory requirements, and best practices.
- Negotiate with funders and advise on funding sources and implications.
Treasury Management
- Maximize income within constraints.
- Optimize interest earned and minimize overdraft interest.
- Maintain proper credit control and banking arrangements.
- Develop and manage Treasury Strategy ensuring liquidity and cash flow needs are met.
- Monitor loan covenants and advise on tax issues.
- Review systems for continuous improvement.
- Prepare annual accounts and coordinate audits.
Management Information and Accounting
- Design management account formats for decision-making.
- Prepare budgets, cash flow forecasts, and financial reports.
- Develop long-term financial plans and risk monitoring systems.
Information Technology
- Advise on technology use and deliver IT Strategy.
- Ensure robust and secure IT environment.
- Support staff with training and support.
Development
- Support the organisation’s growth priorities.
- Manage financial aspects of development projects.
- Update business plans and funding requirements.
Human Resources
- Promote a positive culture and manage HR functions.
- Lead and support HR team and policies.
Procurement
- Manage procurement activities in line with policies.
Business Continuity and Disaster Recovery
- Develop and test recovery procedures annually.
Staff Management
- Manage the Corporate Services team.
- Assess training needs and staff development.
- Implement disciplinary and staffing policies.
Governance
- Oversee governance and assurance frameworks.
- Support governance, risk, and compliance activities.
Supervisory and managerial responsibilities:
Management of Financial Controller, HR Manager, and Finance Business Analyst.
Knowledge and skills required:
- Deep knowledge of financial and management accounting, budgets, business plans, and cash flows.
- Leadership and people management skills.
- Understanding of social housing legislation and regulation.
