Job summary

The City of Kingston is seeking a Director of Transportation & Infrastructure Planning to lead planning, policy, and design for the City’s multimodal transportation network and stormwater considerations. You will drive long-term and short-term strategies, oversee cross-department teams, and liaise with external agencies to ensure safe, efficient, and resilient right-of-way management.

Qualifications

• Degree in Engineering or Planning from an accredited university.
• 7–10 years of management experience in strategic and operational planning, infrastructure or transportation planning, policy development, implementation, and research.
• Experience with budget management (capital and operating) and planning.
• Superior ability to lead a diverse organization spanning network operations, specialized programs, long-range planning, and complex policy and concept development.
• Strong interpersonal skills with the ability to achieve consensus and manage diverse stakeholder groups.

Responsibilities

• Lead infrastructure planning and programs activities aligned with Integrated Mobility Plan.
• Oversee short- and long-term strategic plans, master plans, studies, and development charge work.
• Oversee new transportation policies and programs supporting multimodal networks and road safety.
• Direct conceptual design and handoff to Engineering Services for detailed design and delivery.
• Provide leadership to managers, engineers, planners, project managers, policy coordinators, and technologists.
• Coordinate with Planning Services and utilities on development projects and city policies.
