Job summary

Halton Borough Council is seeking an experienced Principal Highways Engineer to provide professional leadership and specialist advice across highways and development control matters. You will lead the highways development control process, coordinate responses to planning consultations and supervise consultants delivering highway schemes.

Qualifications

• Significant experience in highways engineering.
• Strong knowledge of highways legislation, standards and practices.
• Experience with highways development control and planning consultations.
• Ability to assess highway modelling, infrastructure design and construction proposals.
• Excellent report writing and presentation skills.
• Experience in managing or supervising consultants and external contractors.
• Ability to work collaboratively across internal teams and external organisations.

Responsibilities

• Lead responses to planning application consultations and provide specialist advice on modelling and highway scheme design.
• Evaluate infrastructure design and construction proposals submitted by developers and contractors.
• Coordinate and implement the highways development control process.
• Prepare briefs and supervise consultants undertaking contracted work for the Council.
• Liaise with elected Members, partner organisations and the public on highways matters.
• Coordinate maintenance schemes with cross-boundary and City Region reach.
• Maintain up-to-date knowledge of relevant legislation, standards and practices.
• Prepare clear reports for Management Team, Executive Board and Policy & Performance Boards.
• Represent the service at meetings, hearings and court; deputise for the Service Manager as required.
