Director General, Human Resources (Based in Shanghai)

Duty Station: Shanghai, China

Reporting to the Vice President and Chief Administrative Officer, this position will be responsible for formulating and implementing the HR vision and strategy for the Bank. The incumbent will develop, implement, and monitor all HR policies and programs across areas such as talent acquisition, talent management, compensation and benefits, leadership, learning and development, performance management, succession planning for key positions, employee relations, diversity, and overall HR operations to support the Bank’s growth objectives in line with organizational goals.

Specific responsibilities include but are not limited to:

  • Formulate, implement, and improve the Bank’s HR strategy, policies, programs, and processes aligned with the Bank’s strategic and business goals.
  • Manage and lead various HR functions such as workforce planning, talent acquisition, compensation and benefits, talent management, performance management, leadership development, and learning and development, identifying areas for improvement in coordination with relevant stakeholders.
  • Lead communication efforts regarding HR strategies, policies, and programs across the Bank.
  • Manage and optimize the HR budget to ensure cost-effectiveness and efficiency, including leveraging technology and outsourcing where appropriate.
  • Aim to position the Bank as an Employer of Choice.
  • Stay informed on the latest HR developments within multilateral development institutions, financial institutions, and the private sector, and implement best practices at the Bank. Maintain relationships with global HR professional associations.
  • Nurture talent and coach the HR team to promote continuous learning and development.
  • Perform other duties and responsibilities as assigned.

Position requirements

  • Minimum of 15 years of relevant professional experience in human resources, culminating in a leadership role within a multilateral development bank, regulated private sector financial institution, or large corporate enterprise.
  • In-depth knowledge of key trends in Human Resource Management, including innovative technology solutions.
  • Proven experience in managing and leading all areas of the human resources function.
  • Strong leadership and managerial skills to manage a diverse workforce.
  • Exceptional strategic thinking, change leadership, problem-solving, communication, conflict management, and interpersonal skills, with high resilience and drive to achieve objectives.
  • Experience working in a multicultural environment that fosters teamwork and collaboration.
  • Master’s Degree or equivalent in HR from a reputed university; relevant certifications from recognized agencies are preferred.
