Director, Business Administration – Supplier Management

OVERVIEW

The Bank of England (The Bank) recognises Vocalink as a Specified Service Provider of critical national infrastructure to multiple Recognised Payment System Operators (e.g., PayUK, LINK).

This means that Vocalink falls under the regulation of The Bank and relevant RPSOs. As part of our regulatory obligations, there are rules around how we should engage with and manage our suppliers and the risks associated with using third parties.

The Supplier Management function ensures we uphold our obligations to our regulators. Our goal is to demonstrate a clear understanding of our supply chain and associated risks, actively governing that supply base within appropriate management frameworks based on the required level of oversight.

Vocalink operates its own Supplier Management Framework to comply with regulatory requirements and industry best practices. The Supplier Management team ensures suppliers are managed in line with this framework.

The team maintains a separate artefact repository containing key third-party governance documentation and evidence.

ROLE

This role collaborates with internal Vocalink stakeholders with supplier management responsibilities, other VL and Mastercard functions (such as Risk, Security & Regulatory Compliance, and Sourcing), and external suppliers. Responsibilities include:

  1. Ensuring the Supplier Management Framework is deployed and effective across relevant areas to mitigate supplier risk.
  2. Identifying gaps and areas for improvement, providing coaching and upskilling.
  3. Managing regular assessments against the management framework and tracking improvement plans.
  4. Developing and delivering a monthly MI Dashboard with metrics on Supply Chain Management and risks.
  5. Maintaining an artefact repository to demonstrate up-to-date supply chain management to stakeholders and regulators.
  6. Reviewing and updating supplier management frameworks to meet evolving needs.
  7. Building proactive relationships with critical and key suppliers to embed governance frameworks.
  8. Designing solutions with stakeholders to meet objectives, define requirements, and implement solutions.
  9. Mitigating risks and remediating issues with suppliers, providing logical recommendations.
  10. Aligning with Risk Management, Operational Resilience, Sourcing, and Third-Party Risk Management teams.
  11. Implementing industry requirements from regulators and customers.
  12. Coordinating supplier management in contract negotiations and extensions.
  13. Leading on Intercompany Relationship Management and Agreements.
  14. Managing operational resilience and third-party risk commitments.
  15. Improving the risk and control maturity of the function.
  16. Supporting Mastercard's ESG strategy and sustainability initiatives.
  17. Annually reviewing key documentation such as the Supplier Management Framework and O&TPRM Policy.
