DIO manages £35bn of infrastructure assets and spends £3.5bn each year maintaining and developing those assets on behalf of the whole of the MOD in pursuit of its strategic objectives.
DIO's finance function aims to provide best in class financial management, reporting and advice to a range of stakeholders across the MOD, ensuring value for money for the taxpayer in how the Department's Infrastructure Portfolio is delivered.
DIO Finance operates a flexible working model whereby individuals may be required to transfer to another role. This may be in response to critical vacancies or for the individual's personal development. These moves will not require a change to an individual's duty station.
We are recruiting three roles:- 2 X RAF Wyton (Full time, Flexible working - due to the quantity of work it demands a full-time person. Job Description:Role 1. This role can only be based at RAF Wyton (Fulltime, Flexible working only).The team are responsible for financial management of DIO operations for both the Hard and Soft Facilities Management across the PJOBs (Cyprus, Gibraltar, Falkland Islands and Ascension Island).
Leading and supporting in the management of key finance processes, including In-Year Management, the Annual Budgeting Cycle and Approvals.
Acting as trusted advisors and delivering robust and accurate financial information to our Customers both internal (DIO Regional Delivery) and external (Front Line Commands), allowing informed decision making for both RDEL and CDEL expenditure.
Role 2. This role can only be based at Andover (Fulltime, Flexible working only).The Project Allenby Connaught (PAC) Finance team are responsible for the financial management of the PAC and Colchester Built Estate Private Finance Initiatives (PFI) for both RDEL and CDEL, leading and supporting the management of key finance processes, including In-Year Management, the Annual Budgeting Cycle and Approvals, as well as management of risk and change. Also providing Total Facilities Management (TFM) business partnering services to the DIO South East Contract Management Team (CMT).
In addition, provide financial support for the expiry and re-provisioning of the existing PFI contracts - with exit/re-provisioning activity commencing 7 years prior to contract expiry
Role 3. This role can only be based at RAF Wyton (Fulltime, Flexible working only).The utilities Team provides financial partnering support for the DIO Utilities delivery area covering DIO managed utilities for the UK and Overseas (85% of MoD spend - main exceptions Naval Bases and USVF), Environmental allowances and Energy related projects. It is also responsible for the Annual Budgeting and monthly forecasting, working with DIO Utilities to provide these figures.
Job DescriptionThese roles are responsible for building strong relationships and understanding your business area, supporting the business at an appropriate level. Communicating financial data and other information clearly and providing valuable financial advice, challenge and support. Ensuring that financial reporting is accurately completed both within corporate reporting systems and for input of accounting entries to support decision making. Typical responsibilities include but are not limited to:
- Provide clear and robust strategic financial advice to all relevant stakeholders to ensure that the full account of the Pan DIO and Front-Line Command (FLC) financial position is taken into account when estate investment decisions are being made.
- Reviewing, analysing, and interpreting financial data, providing insight for senior managers and decision makers. Support Learning from Experience (LFE) exercises, reviewing outcomes and adopting improvements for future projects.
- Leading the input of financial information into, and provision of support to the 10-year planning round process.
- Responsible for applying In-Year Management (IYM) activities, including monitoring spend against budget and analysis of actuals.
- Providing support to governance meetings and report production; including ad-hoc analysis for senior managers / customers.
- Oversee the team's contribution to the production of Financial Statements in accordance with timetables and instructions and respond promptly to queries.
- Manage the timely capitalisation or disposal of assets to ensure assets are correctly recorded within the accounts.
- Provide leadership to, and management of, your Business Area's finance team to deliver DIO outputs and departmental goals.
- Promote strong working relationships both within the team and with other teams across DIO and MOD.
