Job summary

Birmingham City Council is seeking a Systems and Intelligence Lead to drive the digital transformation of procurement within its Commercial and Procurement Services. You will own the strategic development of procurement systems, improve processes and ensure colleagues have the tools and data to deliver excellent services.

Qualifications

• Significant experience managing enterprise business systems such as ERP, Finance, HR, CRM or procurement platforms within a complex organisation.
• Experience developing technology roadmaps and leading end-to-end implementation of new systems and digital transformations.
• Strong understanding of systems integration, data management and information governance.
• Excellent analytical and problem-solving skills and ability to deliver long-term technology solutions.
• Experience developing persuasive business cases and securing investment for technology initiatives.
• Outstanding communication skills and ability to translate complex requirements for diverse stakeholders.
• Experience leading teams through change and driving user adoption.

Responsibilities

• Act as product owner for the Council's commercial and procurement systems; define long-term tech roadmap.
• Lead evaluation, procurement and implementation of new systems and digital solutions.
• Develop business cases for technology investments delivering measurable value.
• Oversee system performance, integration, security and data integrity across platforms.
• Lead major system upgrades and digital transformation initiatives with minimal disruption.
• Collaborate with procurement, finance, IT and reporting teams to improve data quality and automate processes.
• Lead and develop the Systems and Performance Analyst, building stakeholder relationships.
