Job description
Overview

Two Digital Project Managers are required to join the Delivery function within the Digital & Technology group. The Medicines and Healthcare products Regulatory Agency (MHRA) enhance and improve the health of millions through regulation of medicines and medical devices. The Digital and Technology Group (D&T) delivers optimised IT infrastructure and secure data use to enable scientists, inspectors and the organisation to deliver world class services and improve outcomes for patients and the public. The Delivery function provides a Delivery Centre of Excellence to drive digital and technology-based change to deliver minimum viable products (MVP) and continuous improvements, managing all stages of the product development and implementation lifecycle, including business case creation, benefits realisation planning and risk management.

The post holders will lead and manage digital & technology projects and project teams on a day-to-day basis, driving delivery to achieve objectives within agreed time, cost and quality constraints. They will contribute to project governance and stakeholder engagement, ensuring outputs are delivered and reported using the Agency's project and portfolio management (PPM) tools, with appropriate controls to enable benefits realisation. Projects may follow waterfall and/or agile delivery methods as appropriate.

Responsibilities
  • Be the initial escalation point for the project and support the programme manager/Heads of Delivery by overseeing the delivery of the programme vision where appropriate.
  • Lead day-to-day project delivery and the project team; provide effective leadership and management controls; set project controls.
  • Design the project structure and organisation for the delivery stage; set appropriate delivery methods within agreed outcomes, time, cost and quality; manage transitions between project phases.
  • Develop and draft the Business Case with input from specialists; manage the budget and commercials; track delivery within budget.
  • Balance objectives, manage changing priorities, identify skills requirements; deploy and develop resources; manage a small team (including matrix management) and provide coaching and development.
  • Promote effective individual and team performance; deliver the Benefits Realisation Strategy and monitor long-term delivery of benefits against the Business Case.
  • Identify and manage stakeholder relationships; communicate with complex stakeholder groups and ensure senior level involvement as needed.
Profile / Qualifications
  • Degree relevant to or equivalent; or one or more of the following: Prince 2 Practitioner with Agile, Agile project management practitioner, APM Practitioner Qualification, APM Registered Project Professional.
  • Experience in end-to-end digital and IT projects across a variety of complex projects using different delivery methodologies and frameworks.
  • Experience in establishing project governance, reporting risks/issues, and providing assurance to senior stakeholders and governance boards.
  • Experience in financial management, including accurate forecasting and managing delivery against budgets.
  • Successful candidates must pass a disclosure and barring security check as well as animal rights and pro-life activism checks.
