Are you passionate about transforming digital procurement and contract management?

Lancashire County Council is seeking a Digital Procurement & Contract Officer to help reshape how we source, manage, and deliver digital products and services.

This exciting opportunity sits within Digital Services in our newly formed Digital Commissioning Service, a key driver of our Digital Strategy 2025–2029. Built around user needs, collaboration, and data-led decision-making, the service enables smarter procurement, stronger supplier relationships, and a more resilient digital infrastructure.

Role

As Digital Procurement & Contract Officer, you will play a pivotal role in transforming how we design, procure, and manage digital services. You will work closely with colleagues across Digital Services and Procurement to:

  • Embed outcome-based procurement approaches
  • Ensure robust contract management
  • Maintain operational resilience across our digital supply chain

Key Responsibilities

  • Lead the shift to outcome-based procurement focused on user needs.
  • Ensure suppliers meet service quality, availability, and innovation standards.
  • Introduce SLAs and OLAs to promote governance and service integration.
  • Act as a key liaison between Digital Services and Procurement teams.
  • Advise on emerging digital products and services.
  • Support strategic sourcing and contract management for digital initiatives.
  • Embed corporate approaches to supplier relationship management.
  • Drive continuous improvement and operational efficiency.
  • Build strong partnerships with senior officers and stakeholders.

What We’re Looking For

Qualifications & Experience:

  • Relevant degree or professional qualification.
  • Experience in digital asset and license management.
  • Proven track record in strategic sourcing and supplier relationship management.
  • Experience in public sector procurement and contract management.
  • Certification in procurement/contract management (desirable).
